You can visit both at same time and second sikkim has so much to explore that minimum 10 days is required to visit most of places. 3: inner line permit is required for Arunachal, Nagaland, Mizoram and Manipur. 4: Shared cabs are uncomfortable and publice transportation take lot of time to reach it’s destination.
