March holds significance beyond being the onset of spring. It is Developmental Disabilities Awareness Month (DDAM), a special time to illuminate the lives of those with developmental disabilities. DDAM serves as a platform to underscore that individuals with developmental disabilities share the same humanity as neurotypical individuals—they possess dreams, aspirations, and contribute to society in many meaningful ways. This month-long observance sheds light on the hurdles faced by those with developmental disabilities in integrating into their communities. For instance, conditions like autism spectrum disorder and developmental delays affect over six million Americans daily. DDAM aims to advocate for inclusivity and understanding in a world often ill-prepared to accommodate them. I am really looking forward to being part of this webinar on Wednesday with Scottish Commission for People with Learning Disabilities. Scotland has a strong commitment to human and disability rights and there has been long-term commitment to progressive policies for people with disabilities. But what do human rights mean in practice? We often focus on the responsibility of the state - and this naturally extended to the nation state - to make rights real. And of course the state does have an essential function. But rights and and the responsibilities that make them real are also part of the texture of everyday life. The state cannot listen, care, adapt and respond to the complex ethical reality of every individual's situation. It takes a world of citizens to make human rights real. The question we should be asking is what are the best structures and principles for enabling everyone to play their role as a citizen and what are various responsibilities that need to be distributed across our communities. If we ask this question then we will discover that often a lack of attention to neighbourhoods and peer support is leaving us unable to make rights real.
