Who owns offshore wind in the UK? Public ownership of UK power is a thing of the past, yet over half of the offshore wind industry in the UK is public-owned… just not by the UK public. Many global companies are large owner-operators in the UK wind space, with the Danish and Swedish governments benefiting from their investments in the UK market. However, political parties like Labour and the SNP have previously suggested that UK public ownership could reduce costs and benefit local communities much more than the current private and foreign-owned market does. The Italian Government has received approval from the European Commission to award two-way Contracts for Difference (CfD) for fixed-bottom and floating offshore wind. The €35.3 billion program for a total of 4.6 GW of new electricity generation capacity is expected to be selected through a bidding process by the end of 2028. “The green light from the Commission is an important step forward towards our energy objectives, which comes after a long and constructive discussion with the European institutions. This long-awaited measure will enable new technologies that are fundamental for decarbonisation,” said Italy’s Minister of the Environment and Energy Security, Gilberto Pichetto. We see this as a very important step in accelerating the development of Italian offshore wind and look forward to continuing to support various projects in that market. The measure helps Italy meet its emission reduction and electricity production targets. Reaching the 2030 target of 163 GW of offshore wind power requires unrealistic annual growth rates of 25% in capacity and EUR 350 billion of funding in a declining market. Is that it then? Not necessarily. Is Germany poised to accelerate its offshore wind rollout? 🇩🇪 That is the intention of the country's Bundesamt für Seeschifffahrt und Hydrographie (Federal Maritime and Hydrographic Agency), which has published a draft development plan for how Germany could reach 60GW of installed offshore wind capacity in the North and Baltic Seas by 2037. The BSH said it wanted to identify areas that could benefit from accelerated permitting under the EU Renewable Energy Directive. The plan is open for consultation until 8th August, with a final version due by the end of 2024. Helge Heegewaldt, BSH president, said working with neighbouring countries had enabled it to identify areas for 10GW of additional offshore wind capacity in German waters. He said: "In recent years, together with the other responsible bodies of the federal administration, we have exchanged ideas intensively with our Danish and Dutch neighbours. Our common goal was to gain additional areas for the national offshore expansion targets and at the same time ensure the safety and ease of international shipping." Floating Offshore Wind Discussions – Viewpoint of Felipe Cornago Diufaín, Managing Director Offshore Wind at BayWa r.e. In the ongoing conversation about the #EnergyTransition, floating offshore wind emerges as a crucial player in the battle against #ClimateChange. Its unique ability to tap into markets incompatible with bottom-fixed technologies and unlock areas with higher wind potential positions it as a key solution. However, despite its promise, several challenges hinder the widespread deployment of this next generation of offshore wind. ❌ The market situation and inflation impact project costs. This should be taken into account especially within auction frameworks. ❌ We need governments to provide clearer criteria and improved transparency, particularly in tender processes. Establishing coherent regulatory frameworks is essential to ensure that effective tenders are not solely based on the highest bid for lease payments but also consider competitiveness and a credible delivery plan from bidders. ❌ One of the biggest hurdles and similar to other #renewable solutions, the #FloatingOffshore wind market faces challenges related to insufficient grid connections. ✔️ The sector can and must draw further on pre-existing infrastructure and experiences from bottom-fixed offshore technologies. ✔️ The European Commission's recent unveiling of the European Wind Power Package is a positive step, addressing these challenges through the development of cross-border offshore grids, fast-tracking permitting, strengthening infrastructure, and securing supply chains. While these measures are promising and anticipated to make strong progress in 2024, time is of the essence ⏳ Visibility – for permitting processes, access rights and grid capacity – is key. Without rapid action, projects will face further delays and the necessary investments won’t be taken. Floating wind stands as a potential game changer for our future energy system, and we cannot afford to waste any time in realising its full potential.
