Overview
Full-time position, exempt role
The Director is responsible for strategic development and
operations for Emergency Preparedness for Nationwide
Children’s Hospital which includes main campus clinical and
non -clinical, all off sites; clinical and non- clinical and NCH
Toledo. The Director serves as a liaison with local, state, and
federal agencies to ensure compliance and works directly with
the Emergency Management Coordinators to develop and
implement, manage and continually improve emergency
preparedness and business continuity planning. Facilitates
collaboration with all members of the emergency preparedness
committee and assures communication between disciplines and
contributes to building an interdisciplinary team. Collaborates
with the medical and hospital leadership to assure achievement of
effective program development. The Director ensures all internal
and external standards are met.

Responsibilities
The Director supports, communicates, implements, and enforces the philosophy, mission, values, standards, policies, and procedures of Nationwide Children’s Hospital and Emergency Services. The Director oversees and is responsible for the following duties and is responsible 24/365. The Director may also be asked to cover call and/or support other departments in Emergency Services.
Reporting Relationships
Reports to: Vice President of Emergency Services & Nurse Executive
Supervises: Emergency Preparedness Coordinator and Emergency Preparedness Educator
KNOWLEDGE, Skills And Abilities Required
Must be able to see, hear, speak, read, and perform manual tasks with or without accommodations and care for oneself with little or no difficulty. Performance of principle duties and responsibilities require the ability to travel.
Note: frequency as Constantly (67-100%), Frequently (34-66%) and Occasionally (0-33%) for each requirement. Also note any lifting requirements with pound limit.

Responsibilities

- Manages/oversees and is responsible for the development of procedures and protocols for emergency preparedness and disaster planning.
- Analyze resources, equipment, and staff available to assist in emergency preparedness and disaster planning.
- Prepare and oversee plans that outline operating procedures to be used in response to disasters or emergencies.
- Maintain knowledge of current developments in area of expertise. Keep informed of activities or changes that could alter the likelihood of an emergency as well as those that could affect response efforts and details of plan implementation.
- Responsible for ensuring that all The Joint Commission guidelines for Emergency Preparedness standards are being met.
- Works collaboratively with supply chain leadership to develop par levels for supplies for special pathogens, emergency preparedness, and disaster planning.
- Attend meetings, conferences, and additional educational seminars related to emergency management to learn new information and to develop working relations with other emergency preparedness directors/managers.
- Oversees the recruitment of highly talented team members. Ensures their orientation and on-going training and monitors/performs the evaluation and feedback processes. Oversees the ongoing development of staff and as necessary monitors/performs fair and just disciplinary actions, developmental/behavioral/ performance action plans and/or termination of subordinate staff.
- Provides leadership and professional direction to Emergency Preparedness Coordinator and Educator.
- Coordinates networking and continuing education opportunities covering clinical, diversity, research, and inter-department awareness.
- Promotes teamwork by building team environment and fostering cross functional collaboration.
- Develops, implements and is accountable for a strong Continuous Quality Improvement Program which focuses on evaluating emergency preparedness and planning.
- Assists in the planning and implementation of hospital and community disaster planning in conjunction with other local agencies such as Central Ohio Trauma system, Columbus Fire Department and the Office of Homeland Security.
- Demonstrates knowledge of hazardous materials management and decontamination procedures.
- Develops, oversees and is responsible for both the expense and capital budgets for the department and monitors, evaluates and justifies monthly budget expenditures.
- Coordinates staff representation on departmental, hospital and community task forces, committees, quality teams and advisory groups. Serves as a representative to local and state agencies.
- Supports, oversees, and participates in clinical research projects within Emergency Services and/or NCH as appropriate.
- Performs all other duties as assigned.

KNOWLEDGE, Skills And Abilities Required
- Degree in Emergency Preparedness/Disaster Planning or licensure as a Registered Nurse is preferred or 7 to 10 years of progressive leadership positions in emergency preparedness or disaster planning with Ohio CEM (Certified Emergency Management certification)
- Bachelor’s degree required; Master’s Degree preferred. Work requires a level of knowledge equivalent to that obtained by completing a Bachelor’s or Master’s degree program in Emergency Preparedness, Nursing, Hospital Administration, Business Administration, or closely related field.
- Three to five years of experience in area of expertise required with progressively responsible leadership positions.
- Exceptional customer service, communication, negotiation, and interpersonal relationship skills required for interaction with contacts
- Strong leadership and supervisory skills required to plan, assign, and evaluate the work of subordinate staff. Analytical skill required to oversee and organize the work of others, and to develop and administer sound policies, procedures, budgets, and multidisciplinary practices.
- Skill in promoting multidisciplinary collaboration; ability to act as a facilitator and change agent required
- Able to work all shifts occasionally and be accessible to team by phone 24/7.
