We have created a website (www.wadeps.com) to expose the fraud, waste, abuse, and corruption in the Washington State Attorney General's Office (AGO) and Washington State University (WSU). The AGO rigged a public procurement process so that its client, WSU, was the only bidder for a $15 million use of force data collection project. Once WSU was awarded the contract, the university forced out its primary partner, IBM, and used IBM's $7 million budget to pay for private attorneys, faculty, staff, students, and university overhead costs. After its first year of operation, the Washington State Data Exchange for Public Safety (WADEPS), has spent more than $1 million but has not collected any data yet. WADEPS has failed, but our corrupt state government will do nothing to hold WSU accountable. The State Auditor refuses to investigate; the WSU President has quashed ethics investigations of its faculty and staff; and the Attorney General has emboldened his attorneys and staff to engage in organized crime and racketeering. The Attorney General, Bob Ferguson, is running for Governor. Unlicensed bail fugitive recovery agent arraigned for alleged kidnapping and assault in Riverside RIVERSIDE, Calif. —Bianca Annette Garcia, 37, of San Jacinto, was arraigned today and a warrant has been issued for a second defendant, Jesse Adrian Wagner, 49, of Escondido, on multiple felony counts including kidnapping, false imprisonment, residential burglary, assault, and dissuading a witness, after a California Department of Insurance investigation found they allegedly were acting as bail fugitive recovery agents without proper authority. In August 2022, while working for a company identified as Fugitive Warrants, Wagner and Garcia forcibly entered a residence in Riverside and detained two adult males, one adult female, and a young child. Less than one minute after entry, Wagner tased the female victim as the victim attempted to call 911 to report the incident to police. Wagner placed the female victim in handcuffs and then both Wagner and Garcia transported the victim to the hospital for treatment before booking her into jail. An investigation by the California Department of Insurance uncovered that both Wagner and Garcia were working illegally as bail fugitive recovery agents during the encounter. Wagner has multiple felony convictions and has previously been charged with illegally acting as a bail fugitive recovery agent. Wagner is currently in custody in Colorado for similar charges. Insurance Commissioner Ricardo Lara sponsored Assembly Bill 2043, which was signed into law in 2023 requiring all bail fugitive recovery agents to be licensed by the California Department of Insurance. Before this crucial legislation was enacted, bail fugitive recovery agents had a training requirement, but were not required to be licensed. AB 2043 makes mandatory that all appropriate education and training requirements are met prior to licensure and that all applicants successfully pass a fingerprint-based background check, obtain an appointment from a licensed bail agent or surety insurer, and maintain a minimum of $1 million liability insurance policy so harmed consumers have an avenue to collect damages if necessary. This case is being prosecuted by the Riverside County District Attorney’s Office. Additional felony charges have been filed against Wagner in San Diego County stemming from a separate but similar Department of Insurance investigation involving two victims in two separate incidents in Oceanside. PORAC (Peace Officers Research Association of California)’s report is right, something needs to be done and done now to address the Law Enforcement staffing crisis in California. With police staffing at 30 year lows and rural Law Enforcement agencies suffering greatly, if action isn’t taken there will be a significant negative impact on the safety each community and the State itself. Crime is already a growing problem in California and will get only worse with out the proper number of Officers to confront the criminals and protect and serve the public. While some politicians argue with the reports finding as they hide behind there agendas and activist talking points while burying their head in the sand to ignore the crime problem and police staffing issues, PORAC (Peace Officers Research Association of California) and Brian Marvel speak the truth. Law Enforcement Leaders must speak and speak out loud and often to the public about this current crisis and the long term effects it will have and push back on those who state there is not a staffing crisis. Law Enforcement Leaders must also be working in collaboration with each other and politicians that support Law Enforcement to develop strategies and plans and then take proactive action to address this staffing crisis.
