I'll admit I don't have answers here. To confront the deepfake challenge in general: Deepfakes are a real AI problem and one perhaps best confronted directly through investments in forensics and authentication tech, highly targeted regulation of certain types of conduct, education, and expectations setting. Strategic triangulation, not one-shot solutions, are key. No matter the substantial work on these fronts, however, tricky questions and wicked problems will remain. General purpose technologies with this kind of potential do not promise easy answers. In this case I see two valid arguments. Government transparency is good and as a default principle, I'd advocate for more. The administration's assertion that the tapes would be altered through voice cloning tech is also valid. I can almost grantee someone would spread falsified tapes. When most don't yet know how powerful voice clones are, the possibility of deception is high. I am deeply sympathetic. No matter these arguments, questions like these won't be easily answered by legislation or one-shot policy. Often under-respected in policy are the massive governance gaps technical solutions and legal text cannot or do not fill. In most cases norms, precedents, common expectations and other 'soft' governance will need to steer the way. To navigate, actors will need to just dive in and figure out what works, and what is appropriate. Unfortunately, that means they will get a lot of things 'wrong' and take many (in retrospect) improper or injudicious actions. But only by acting will most redlines be clarified and expectations set. We are going to have to 'feel out' a lot of policy. As an essential principle: when setting these norms all actors should hew towards restraint. These are early AI days and precedents, whether correct or not, will be set. Sometimes it will be valid to throw a "deepkfake red card." But not usually. As leaders feel things I urge them to be thoughtful about risks and sticking points. Don't just through spaghetti at the wall. Through today's actions we may be setting long run standards. Let's try and get those standards right.
