Air Force Special Operations Command (AFSOC) is seeking industry feedback for a “Swarm Carrier” uncrewed aircraft system capable of launching from a C-130 and deploying drones of it own, according to a new notice published Wednesday. AFSOC eventually plans to seek input on drones in sizes between Group 2 and Group 3, Pentagon parlance for small- to mid-size UAS. One drone would be a Group 2 intelligence, surveillance and reconnaissance (ISR) drone, which could be internally carried and launched by the Group 3 “Swarm Carrier.” The Swarm Carrier itself should be capable of launching as a palletized effect from a C-130. And a separate Group 3 drone would be “signature managed” — denoting stealth qualities that could hide it from detection — and deployed from a Group 5 UAS, the largest drone class, to act as a command node for a swarm and relay data back from a contested or denied environment.

The DIB recently recommended to restructure the currently separate Offices of the Under Secretary for Acquisition and Sustainment (A&S) and Research and Engineering (R&E) in an effort to eliminate stovepipes and remove barriers to entry for our international partners following Congressional direction six years ago to create two separate offices from the former Office of the Under Secretary for Acquisition Technology and Logistics (AT&L). The DIB recommended creation of a new office called the Office of the Under Secretary of Defense for International Industrial Cooperation in order to centralize otherwise fragmented elements of international cooperation across the DoD and provide a single authority for international defense industrial cooperation. Words matter and this recommended organizational name is precise in that it reflects a clear message that allies and partners should be deeply integrated into the DoD acquisition enterprise. Charles Phillips, DIB board member states this office “would help DoD to better take advantage of innovation happening in allied nations…with the two currently separate offices, it can be perplexing for allies to know how to get involved with partnerships.” I’d like to see this effort gain traction as it checks these 3 important boxes: ✅ Eliminates stovepipes ✅ Integrates allies into our capability development efforts ✅ Leverages diversity from our international partners to speed innovation Let's go!

Demand for the US Coast Guard’s services has never been higher. However, the service’s own analysis estimates that there are only enough cutters to complete 6 out of its 11 statutory missions. Integrating unmanned assets into Coast Guard operations and arming the skilled workforce with state-of-the-art autonomous technology enables every cutter, small boat station, and sector to effect operations with heightened efficiency and precision. These added capabilities—partnered with a maintained maritime domain awareness (MDA), persistent global intelligence, surveillance, and reconnaissance (ISR), and increased maritime law enforcement presence will allow the Coast Guard to optimize its use of manned assets to ensure freedom and safety at sea. The Coast Guard has already successfully deployed unmanned aerial systems (UAS) on board cutters. However, unmanned surface vessel (USV) development has lagged. These surface vessels operate remotely under human control or entirely in an autonomous state. Both configurations reduce manning requirements while maintaining necessary law enforcement presence and building MDA. USVs have extended endurance and range compared to traditional assets. They do not require habitability spaces and can thus carry larger payloads or additional fuel. Further, they can integrate with manned assets to increase sensor range and can act as a communication tether for cases far offshore. Finally, USVs have a lower lifetime operating cost than traditional vessels. Additional capabilities can easily expand to launching a tethered quad copter from a USV to increase height of eye when attempting to locate a distressed person in the water or an illicit target.
