GSA Schedule Holders - Don't Miss This!! GSA is planning to release Refresh 22 to its MAS Solicitation 47QSMD20R0001 and an associated mass mod for existing schedule holders in August 2024. Learn more about TDR at https://lnkd.in/g-h8Yn9A The refresh also adds a statement to FAR Clause 52.232-36 under GSAR/M clause SCP-FSS-001 regarding payments made by the Governmentwide Purchase Card (GPC) and related processing fees, that reads: "Proposed prices must be inclusive of all costs associated with acceptance of the Governmentwide commercial purchase card (e.g., payment processing fees). Schedule contractors may not impose a surcharge at the order level for payment by Governmentwide commercial purchase card." This is important so you can recoup processing fees as the Government pushes to expand its use of the GPC into contract payments. Sell software on GSA Schedules? GSAM/R clause I-FSS-600 will be modified to add that MAS contractors MAY indicate if a software producer has attested that software complies with Government-specified secure software development practices and has an attestation form uploaded to the CISA repository by adding language provided in the Refresh under bullet 18b, Terms and Conditions, in their text file. Karshi-Khanabad, also known as K2, was a crucial base during the invasion of Afghanistan. Operational from October 2001 to December 2005, it primarily housed Air Force and Army personnel. Approximately 15,000 served at K2, including conventional forces as well as covert agencies and SOF units like the 5th and 20th Special Forces Groups. During this period, personnel at K2 were frequently exposed to what they described as “black oozing goo from the ground,” which was later identified as fuels and waste from Soviet-era tanks. Additionally, the site had elevated radiation levels due to depleted uranium from surface-to-air missile facilities that had exploded eleven years earlier. One medical provider assigned to 20th SFG during their K2 deployment stated of his #GreenBerets, 9 of the 50 who had deployed to K2 suffered from rare cancers and illnesses. Interestingly, of those members of 5th SFG who deployed to the early phases of OEF and the invasion, we have seen an increasingly higher rate of cancers and cancer-related deaths, especially in those 5th Groupers with service before 2005. What is most interesting about K2 is the recorded exposures of radiation as a result of depleted uranium (DU). DU remains “radioactive” essentially indefinitely due to its extremely long half-life of 4.5 billion years. This means that DU will continue to emit radiation for billions of years, as it decays very slowly over time. Therefore, from a practical standpoint, DU stays radioactive for such an extended period that it is considered to remain radioactive forever. Thus, increasing the risk for lung, bone, renal and blood cancers, amongst other cancers and illnesses which we’ve seen firsthand.
