Surveys of metropolitan health departments and community-based organizations reveal mistrust, silos, and insufficient shared decision making. Alice T. Chen and coauthors respond with six policy recommendations, including a call for dedicated funding for community partners and formalized roles for community-based organizations in public health decision making. "The authors of this article come from a variety of public health and community backgrounds and together witnessed the extraordinary capacity of CBOs and community health workers to lead public health efforts during the pandemic. When many public health efforts and messages on COVID-19 were met with mistrust and overshadowed by mis- and disinformation, community-led outreach efforts played an essential role."
