If you work in an outpatient setting and have experienced Medicaid denials of covered services based on Medicaid-billed services delivered in the schools, please respond to this brief poll: https://at.asha.org/mV The Department of Education is accepting more data to support or oppose removing the requirement for public agencies, like schools, to obtain parental consent before accessing for the first time a child's public benefits or insurance (e.g., Medicaid, Children's Health Insurance Program) to provide or pay for required IDEA Part B services. ASHA Advocacy has opposed this in the past. We know Medicaid services are often denied when school-based services are offered on the same day or even just to the same child whose Medicaid insurance is billed across multiple settings. Parental consent to bill Medicaid can help make sure a children receive services without interruption; schools must continue to provide services whether or not parents grant permission to bill Medicaid. This poll helps us collect the requested evidence that these denials are resulting in children not receiving the services they need in and outside of the schools.

Off my addiction soapbox and on to another one, so bear with me: Today, the SCOTUS was tasked to determine if a law in a city in Oregon that assigns fines and jail time to its homeless people sleeping outside on public property was "cruel and unusual" and therefore unconstitutional. It is my displeasure to read that in a 6 to 3 vote, they did not. This decision opens the door for any city in the US to enact similar laws without fear of constitutional oversight and the decision has already been approved by the governor of California in a statement he entered today. This issue hurts my heart. First, the obvious: If these people could afford to pay fines, would they not be able to afford a place to sleep with walls, a roof, and perhaps electricity and running water?? To make matters worse, if the fines go unpaid, the city more than doubles them as a penalty and then moves to put the "offenders" in jail. Can you imagine? "What are you in for?" "I couldn't afford to sleep indoors so I slept on the ground outside. My bad." As most of my friends and colleagues know, I live in Knoxville, TN. According to the Knoxville Homeless Information Management System (KnoxHIMS, https://lnkd.in/ejSTMAgT), as of Q1, there was an average of 2689 people receiving services in Knoxville, including homeless, sheltered homeless, and at-risk. I want to point out, there is no data for how many in Knoxville were NOT receiving services, so this number is lower than actual. 89% of those were returning clients. 69% were completely homeless. The highest affected age group by percentage was 35-44 and 14% were under 18 years old. 39% had mental health disabilities, 17% with substance abuse disabilities. For every 2 people who found stable and permanent housing, 5 became homeless and 4 remained homeless or at-risk. Here's the problem, if anyone with the ability to do something wants to pay attention: The capacity for emergency shelter is 399, transitional housing is 159. Seriously. "The median Knox County rent has risen faster than comparable cities since 2020", equating to a more than $500/mo increase just 2.5 years, according to the information on their website. 46% of clients could not find affordable housing. This policy change will expand eligible speech therapy services for adults who are automatically covered by Medicaid under Title XIX due to age, disability, and more to include habilitative services, which help people keep, learn, or improve skills and functioning for daily living. Currently, adult members only have access to rehabilitative speech therapy services, which are services that help people regain, maintain, or improve skills and functioning for daily life that have been lost or impaired due to disease, injury, or treatment. With this policy change, adult members will have access to habilitative and rehabilitative services under Title XIX.
