Main Street Reconnaissance Visit & Report for Collinsville CT

At the request of the Town of Canton Economic Development Agency, CT Main Street Center staff spent one half-day in historic Collinsville Village to engage stakeholders, make an initial assessment of the physical conditions, business mix, working partnerships and how the district is managed today.

Eno Center for Transportation, Markle Foundation, and NASEO - National Association of State Energy Officials Officials recently released a report titled "Realizing the Workforce Potential of Infrastructure Investments." The report highlights strategies for expanding and institutionalizing workforce development programming in state agendas. States have a tremendous opportunity to use the momentum created by the new infrastructure laws to build and nurture diverse talent pipelines that can meet evolving workforce demands of the transportation sector. Here are three key ways:Deepen Cross-Agency Coordination: Workforce development is an issue that touches upon multiple facets of policymaking and thereby multiple public stakeholders. There is an immense need for public entities to coordinate more formally and create dedicated staff positions to manage workforce efforts. Augment Workforce Program Funding: States have a great opportunity to expand on creating workforce plans, and training programs, enhancing recruitment efforts, and even support services such as childcare with the funding that's available through IIJA and IRA. Around $250 billion of flexible funding is available between 2022 and 2026 under four core highway programs (NHPP, STBG, HSIP, CMAQ). Most discretionary grant programs also prioritize applicants that have considered workforce planning and programming for their project. Embed Into Procurement: State Agencies can also use several procurement levers to enhance job quality. These include embedding apprenticeship program requirements, Project Labor Agreements (PLAs), and targeted or local hire policies in procurement contracts. States can also offer financial incentives to high-road employers to encourage private entities to offer good quality and good-paying jobs with employee benefits. What kinds of projects will the Community Resilience Partnership fund for Maine municipalities? Here's just one example from the City of Lewiston, Maine of how the CRP can help make communities more resilient. Jacqueline Crucet, a neighborhood development planner with Lewiston’s Department of Economic and Community Development spoke with the Press Herald. “Having tree-lined streets is not only beautiful, but cooling and offering habitat to wildlife, as well as shade for pedestrians. We have a lot of pedestrians in our downtown community. The benefits are there. Trees also help with soaking water up, improving our resilience with storms. What is an Official Plan? It is a long-range planning document that sets out goals, objectives, and policies to guide growth and development in a municipality, and directs how land in a municipality should be used. Land use planning policies are complex and can include many aspects, from where and what types of housing are permitted, to the kinds of retail or industry that are needed, to what type of services are required to support the residents of a municipality. My Planning Team at the Town of Essex, Ontario, in collaboration with our planning consultant WSP in Canada, is hosting three (3) Open Houses to present and review the Town's Draft New Official Plan. Greater Buffalo Niagara Regional Transportation Council
PUBLIC NOTICE: Proposed 2024 Transit Asset Management (TAM) Performance Measure Targets The Greater Buffalo-Niagara Regional Transportation Council (GBNRTC) is the designated Metropolitan Planning Organization (MPO) for Erie and Niagara Counties. The FTA Transit Asset Management Rule, which became effective on October 1, 2016, requires transit operators to develop and adopt a Transit Asset Management Plan that addresses State of Good Repair for rolling stock, infrastructure, equipment, and facilities. Each year, MPOs must adopt targets. Based on the Final Rule on Metropolitan Planning, the MPO has the option, as with all other performance targets, to (1) agree to program investments in support of the transit operator(s)’ target, or (2) set their own quantifiable targets. The GBNRTC concurs with the attached Transit Asset Management performance targets for 2024 set by NFTA per established federal requirements for Performance Management.
