“I worked with Jeff Rodriguez for 5 years as Supply Chain support on multiple contracts for the Africap programs for the Department of State. I have found Jeff to be organized and always solution oriented. Jeff is the guy that is looking for the right solution ALWAYS and WILL NOT take the easy way if it is not the right way. His ethics are “uncompromisable” if that is a word. I consider him an expert on how to manage a contract in Africa. He knows the people, the history and how the continent operates. Most Program Managers that I know are Operations-centric and do not, or are not able to, contribute in the bid and proposal phase. However, Jeff is the exception to that and has provided significant contributions to multiple sections of successful proposals as well. He is an excellent communicator to his team, clear in his directions and there is a genuineness to the word “team” that empowers the team to drive to be successful. Because of the person and Program Manager that Jeff is, I would give his programs priority and definitely look forward to working with him again.”

Dear RAC, ACMO, Sec of VA, and others This is my statement for the record on April 23rd, 24th 2024 for the pending RAC meeting in Phoenix Arizona. Only I have a problem here, a stalemate Im very tired of. So rather than beat off others for a few minutes of public comments at the end, Ide rather do this in prep to it. I keep submitting very similar materials over and over these last 2 years. It evident from everyone concerned you all plan to ignore it. Even with the DODSR presentation in Sept 2023 which is part of this. One. The RAC should be providing government reports to congress every year as outlined in PL 105-368. That didnt change, and Im certain FACA didnt change the law. Two. I pointed out the loopholes in the PACT act and the zero ratings influx that would follow by the end of 2023. I was right. Everyone ignored this and me. Three. Toxic exposures? Without a plan to take tissue samples to prove or disspell this then your ignoring medical science. You wont find anything with questionaries. Four. Ignoring Jim Binns in Phoenix is a insult to him and the RAC itself. He is right down the street and a formal invitation would not have killed you. Are you doing so damn well right now you dont need input? Even his? I beg to differ. Five. Ive included the FACA / ACMO in this email because I think the whole advisory committee system has lost its way. All have lost objectivity here or oversight. My Federal register debate was purely academic. Six. The DODSR is not sincere about its tissue vault, I put them to the test. Its a closed door to genomic research from a veteran stand point. I cant find any doctors willing to contact the DODSR to make this request. Even if I pay for the sequencing myself Seven. the Sec of VA is NOT sincere about acting on any RAC recommendations much less any dialogue with Gulf war vets. Ive proven that. So the part of PL 105-368 is no longer valid if the sec of VA has no intention of acting on 22 years of recommendations. All 8 of them. There is much more, I will narrow to this part. As this stalemate with VA and its executive staff needs to change. These RAC meetings are formality at best. Waste of tax payer money at worst. Its stagnant and created a bottleneck dragging out. We dont even have public statitsical reports that the GWVIS used to provide us. Nothing since 2012. My proposals are simple ones, they deserve a official response. Yes or no. So I can walk back over to the Senate VA committee and hand them something. Ive done enough prep work this week, the chairman is aware of what is happening. When I worked for the DoD I was with a group discussing a particular matter of concern and someone reached over and grabbed a sheet of what appeared to be blank paper and started scribbling notes. At a certain point he turned it over to continue and noticed the words “SECRET” stamped across the paper and a rather sensitive topic on the paper. There was a reason we had so many protocols when handling classified materials, the government simply didn’t trust us to not be stupid. In the security context we often talk about the “Web of Trust” or “Origin of Trust”. If it was really about trust then I’d just give you a key and say don’t let anyone else in and don’t enter outside the hours of 8am to 5pm. There would be no need for any mechanism of enforcement, well, because I trust you. I give you a keycard and setup an access control point because I trust you only so far and I definitely do not trust anyone else. The security context is not one of trying to figure out trust it’s trying to understand how much to mistrust you. This goes against the human grain where sociologists have found that we operate from a perspective of initial trusting (which is why social hacking is so effective). There’s an inherit friction at work. We were pretty sloppy at the DoD with our classified ethos because it required a huge retraining and more important re-wiring of the brain that everyone is a potential threat (and that does not lend well to being a happy social person, the best secret keepers are grumpy introverts). We like keycards not just because they are convenient but that convenience gives us a sense of trust. Punching in some 6 to 10 digit code or needing a thumbprint makes us feel inherently distrusted. Intellectually I got the idea of meeting in a SCIF to discuss important topics, but the inconvenience chaffed because I was a good guy who wasn’t going to sell out his country and often co-workers found shortcuts because we ‘trusted’ each other and so sometimes classified papers got left out in the open on a table perfect for taking notes on. The future in access control and security contexts belongs to those who can attune their products and services to apply a mistrust framework to us social and trusting humans. When security is built on Trust instead of Mistrust (or at least the appearance) people guard their special status more rigorously and are more engaged in security.

Chapter 8: Interagency and International Cooperation 8.1 Collaboration with Canadian Authorities - Ongoing cooperation with Canadian law enforcement and intelligence agencies will be maintained, with regular information sharing and joint operations as required. 8.2 Engagement with International Law Enforcement Agencies - The NSA, DIA, and DOJ will engage with INTERPOL, Europol, and other international law enforcement agencies to coordinate operations and share intelligence. 8.3 Diplomatic Channels and Legal Liaison - The U.S. State Department will facilitate diplomatic communications and legal liaison efforts with Canadian and international governments to support the directive’s objectives. Chapter 9: Contingency Planning and Crisis Management 9.1 Contingency Plans for Operation Disruption - Contingency plans will be developed to address potential disruptions to operations, including cyber-attacks, legal challenges, or hostile actions from the offenders’ networks. 9.2 Crisis Response Teams - Crisis response teams will be established within NSA, DIA, and DOJ to handle emergencies and ensure continuous operation of the directive. 9.3 Emergency Legal Powers - The DOJ is authorized to invoke emergency legal powers to detain suspects, freeze assets, and conduct searches if imminent threats to national security or international missions are identified. Chapter 10: Final Ratification and Issuance 10.1 Directive Ratification - This directive is ratified by the NSA, DIA, and DOJ, with the full authority granted under U.S. law and in compliance with international agreements. 10.2 Immediate Implementation - The directive is to be implemented immediately, with all necessary resources allocated to ensure the success of the operations and the protection of international and domestic interests. 10.3 Continuous Review and Adjustment - The directive will be subject to continuous review and adjustment as needed, based on the evolving nature of the threat and the progress of the operations.
