Individual income taxes made up nearly 50% of federal revenue last year. This means that of the $4.47 trillion raised by the government in FY 2023, $2.18 trillion came from taxing people on their incomes—about $6,500 per person in the US. But who pays the most income tax? As of 2021, the top 5% of earners (people with incomes of $252,840 and above) collectively paid over $1.4 trillion in income taxes, or about 66% of the national total. If you include the top 10% (everyone who made at least $169,800) that figure rises to $1.7 trillion, or 76% of the total. Of course, people are taxed on more than their income. They also pay into Social Security and Medicare through payroll taxes. Plus, they’re subject to state, local, and sales taxes. What's happening in this chart, and why do these lines cross in 2022? The Federal Reserve tracks whether people feel their financial situations are improving or worsening. From 2015 to 2021, more Americans felt their financial situations were improving than worsening. The opposite has been true in 2022 and 2023, though the gap shrank by 35% last year. The federal government collected $4.5 trillion and spent $6.2 trillion last year, resulting in a $1.7 trillion deficit. Let's break down the federal budget: Revenue: Individual income taxes (49%) and payroll taxes (37%) were the main sources. Overall revenue dropped 15% from 2022 and was 8% above 2019 levels. Spending: The top categories were Social Security (22%), state transfers (18%), and defense/veterans (18%). Overall spending decreased 8% from 2022 and was 16% higher than 2019. Notice something interesting in the bottom right? Education spending was negative in 2023 due to the Supreme Court's ruling on student loan forgiveness which reversed anticipated spending from 2022.
