The Semiconductor Technology Advancement and Research (STAR) Act introduced yesterday would expand the #CHIPSAct investment tax credit to include #semiconductor design activities, the critical and high-value-add mapping of a chip’s intricate circuitry. Current U.S. leadership in semiconductor design has improved America’s ability to shape technical standards, enhanced national security, and created spill-over benefits for adjacent industries. The STAR Act is a crucial step towards defending the design leadership that is foundational for the success of the American semiconductor industry, and we urge Congress to pass it. This legislation contains critical provisions for the #semiconductor industry: temporarily restoring immediate domestic R&D expensing, and provisions to resolve tax matters between the U.S. and Taiwan. SIA applauds the progress announced today by the U.S. Department of Commerce to open competition for up to $1.6 billion in #semiconductor advanced packaging R&D funding through the #CHIPSAct. The five research categories covered by today’s announcement are critical for innovating the technologies driving AI, autonomous vehicles, aerospace and defense, and more.
Today, as part of President Biden’s Investing in America agenda, the U.S. Department of Commerce issued a Notice of Intent to open a competition for new research and development activities that will establish and accelerate domestic capacity for semiconductor advanced packaging. The CHIPS for America program anticipates up to $1.6 billion in funding innovation across five R&D areas, as outlined in the vision for the National Advanced Packaging Manufacturing Program. https://lnkd.in/eN2ec9jn
