Our statement from Refugees International on the need to include affected communities in the Board consultations and access modalities of the UN Climate Change Fund for responding to #LossAndDamage. Without direct access to small grants, displaced communities, including refugees and IDPs, will be left behind. On direct access, 350 civil society orgs are urging the Board to: 1. Establish a small grants window within the Loss and Damage Fund that is directly accessible for communities, local CSOs, Indigenous people, and groups facing marginalization (including refugees and other displaced communities). 2. Ensure that a substantial and progressively growing part of the Fund’s resources is allocated to the small grants window. This will ensure sufficient funds go directly to communities, allow learning by communities & the Fund over time, and improve context-specific responses. 3. Ensure the small grants window has simplified procedures and systems to ensure easy access, transparency and accountability, based on community-led and human rights-based approaches. We’ve heard this repeatedly from affected communities to allow for direct access in practice. To develop a Fund that is fit for purpose and responsive to local contexts, the Board must ensure ongoing communication with affected communities. To be more inclusive and participatory, this should include the following elements: 1. Conduct outreach communicate with communities through civil society & national governments, in local and accessible language, and support climate education to facilitate meaningful dialogue and engagement with processes. Avoid jargon and processes/forms only in UN languages. 2. Conduct ongoing consultations with civil society in between Board meetings. 3. During Board meetings, allow interventions by civil society representatives throughout Board meetings to foster true dialogue and permit observers to table agenda items as well. 4. Expand observer participation. Support participation by members of groups, such as migrants and displaced people, who are not represented by traditional UNFCCC constituencies. 5. In developing the travel policy, travel support to Board meetings for civil society participants from affected communities must be funded. 6. Travel to meetings cannot be the only way for consultations given the difficulty of many communities to access travel documentation and obtain visas. The Board should work with national governments and CSOs to engage directly with local communities for consultation purposes. A spike in insurgent attacks in northern #Mozambique is driving a growing humanitarian and displacement crisis. People displaced by the violence are struggling to survive with limited access to humanitarian aid. The situation may be on the brink of becoming much worse, with the pending withdrawal in July of SADC troops that have provided some semblance of security. Meanwhile, a reluctance by the government of Mozambique to fully address the crisis and the mounting effects of climate change are compounding needs.
