Most people don’t know it, but we can thank President Harry Truman for the durable, unshakable White House that stands today. Truman ordered an overhaul of the Executive Mansion in 1948, after noticing large areas of cracking plaster, and a surveyor discovered critical issues with the building’s overall structure. Hence, a major renovation ensued, including construction of a sturdy concrete foundation. The plan took 4 years, and Truman and his family stayed across the street in the Blair House while the concrete was poured and steel beams erected. Although an imposition, Truman stuck with the plan, because he knew it was the right thing to do. His determination was much like today’s cement manufacturers, who are sticking with their plan to reach carbon neutrality. Today leaders of several PCA member companies and PCA Senior Vice President of Government Affairs, Sean O’Neill, were at the White House’s Eisenhower Executive Office Building. They joined government officials, members of academia, and other concrete industry stakeholders for a Concrete Innovation Summit hosted by the White House’s Office of Science and Technology Policy (OSTP). The event included expert panels and roundtable discussions regarding advancements toward the universal goal of reducing carbon emissions and arriving at net zero by 2050 if not sooner. The White House invitation was yet another indication that the cement industry’s work to become more sustainable is widely acknowledged—particularly by its partners in government-- as evidenced by the recent awarding of federal funding to assist cement companies in their decarbonization efforts. Many thanks to the OSTP for organizing today’s tremendous event! In the meantime, PCA’s Roadmap to Carbon Neutrality is this industry’s plan. Many thanks to the Bipartisan Policy Center (BPC) for inviting PCA’s Sean O'Neill, Sr. Vice President of Government Affairs, to participate on a panel at BPC’s inaugural Climate and Trade Summit today at the U.S. Capitol Visitor Center. Other participants on the panel, which was titled: Industry Perspective: The U.S. Carbon Advantage, included Brandon Farris with the Steel Manufacturers Association, Michael Parr with Ultra Low-Carbon Solar Alliance, and Aram Zamgochian with ESS Inc. O’Neill spoke to the U.S. cement industry’s leadership role in reducing CO2 through the use of alternative fuels, the manufacture of lower-carbon cements, and its ongoing research to develop Carbon Capture Utilization and Storage. He additionally expressed confidence in the industry’s partnership with the federal government, specifically pointing to the U.S. Department of Energy (DOE) recent announcement of more than $1.2 billion to cement manufacturers to assist in their decarbonization efforts. Today America’s cement manufacturers applaud Congressmen John Curtis (R-UT) and Congressman Scott Peters (D-CA) for introducing the Providing Reliable, Objective, Verifiable Emissions Intensity and Transparency (PROVE IT) Act. The bill would require the U.S. Department of Energy (DOE) to collect official emissions data from the production of American-manufactured materials and compare them to emissions generated by competitors overseas. Such a government initiative would bring more recognition to the sustainable, resilient building materials our cement manufacturers provide, and highlight how they are producing it in a cleaner, more environmentally conscious way. This is now of particular importance, as America is in the midst of rebuilding essential infrastructure. U.S. cement producers would welcome the passage of the PROVE IT Act, as they have invested heavily in initiatives to lower the industry’s carbon emissions and have always complied with rigorous environmental standards enforced by the DOE and the US Environmental Protection Agency (EPA). The PROVE IT Act would also call attention to much needed permitting reform and help implement policies that would assist—rather than stall—U.S. cement manufacturers in reaching their goal of carbon neutrality.
