The Philadelphia Chinatown Development Corporation (PCDC) was founded on 1966 by Cecilia Moy Yep, and has since grown to serve the community in not only civic engagement and neighborhood planning, but also as a trusted provider of bilingual English-Chinese resources for small business, families, seniors, and youth, assisting over 2,000 individual annually.

This passionate group of students from the Philadelphia Chinatown Development Corporation (PCDC) joined us for six weeks of on-the-job learning about jobs in tourism and hospitality for Philadelphia! From working behind the desk to leading tours of City Hall, the PCDC students helped greet thousands of visitors to Philadelphia’s City Hall this summer!

Congratulations to Cecilia Moy Yep who is a co-founder of Philadelphia Chinatown Development Corporation (PCDC). The lesson from Cecilia's community story is that residents can be advocates. Residents are the experts of our own communities. Communities are the bearers of the dreams and vision of the people. Planning and advocacy are the tools that PCDC uses to maintain a thriving Chinatown. Here we are 58 years after Cecilia and others organized Chinatown against the #VineStreetExpressway...U.S. Department of Transportation awarded a $158 million grant for #TheChinatownStitch cap. It reconnects and undo the separation and harm that the #VineStreetExpressway caused.
This AANHPI Heritage Month, we also recognize Cecilia Moy Yep, a vital figure in Philadelphia’s Chinatown, devoted to preserving the cultural heritage of her community and advocating for those around her. Raised there from the age of 8, she witnessed the community's challenges but also its resilience and a sense of belonging, notably with the establishment of Holy Redeemer Church and School in 1941, which accommodated non-English speaking children and welcomed students from non-Catholic Chinese families as well. In 1966, Yep spearheaded opposition to the Vine Street Expressway expansion, ensuring the preservation of Holy Redeemer and reshaping the project to benefit the community. In 1969, the committee formed to oppose the Vine Street Expressway was incorporated as the Philadelphia Chinatown Development Corporation (PCDC), a grassroots nonprofit organization committed to promoting Chinatown as a thriving residential and commercial community. In 1974, Yep assumed the role of executive director, leading the PCDC’s mission with dedication and foresight. Together, they fought against projects threatening Chinatown's integrity, successfully advocating for the creation of affordable housing developments that preserved the neighborhood's cultural fabric. Yep's enduring legacy includes efforts to rezone land and establish the iconic Chinatown Friendship Gate, symbolizing her ongoing commitment to Chinatown's prosperity and identity. Yep resigned as executive director of PCDC in 2000, but she remains very active in making sure PCDC fulfills its mission to Chinatown. The most recent plan contested by locals is the proposed construction of the Sixers’ new arena in the Fashion District, a project that poses a threat to the boundaries of Chinatown. U.S. Senator Bob Casey announces a $158,911,664 USDOT Reconnecting Communities and Neighborhoods (RCN) Grant for Philadelphia for the Chinatown Stitch project! Joining in the announcement were U.S. Representative Dwight Evans, Chinatown’s District U.S. Representative Brendan Boyle, Mayor Cherelle Parker, and John Chin. PCDC looks forward to continuing our partnership with Deputy Mayor Michael Carroll and the OTIS team to complete the construction drawings and begin construction of the cap. We are excited to announce our photography exhibit, "Chinatown: One of the Most Endangered Places" opens TODAY! Inspired by our designation from the National Trust for Historic Preservation earlier this year, the exhibition will focus on Chinatown through the lens of local photographers. The exhibition will run from October 20 - 22, with a reception today, 10/20, from 6pm to 8:30pm. Exhibitors include Albert Lee, Daniel Chen, David Huisken, Hannah Nguyen, James Delos Reyes, Matthew Chen, Saiqian Xiao, and Vicky Faye Aquino.

This afternoon, Ted Qualli from the Philadelphia Foundation and Estelle Richman, from The Civic Coalition to Save Lives, spoke at the second Eagles Care Summit Speaker Series of the season. The Civic Coalition to Save Lives was established by Philadelphia Foundation and the William Penn Foundation in partnership with Urban Affairs Coalition, The Chamber of Commerce for Greater Philadelphia and the Philadelphia Equity Alliance to help catalyze a broad civic effort to drive a focus on evidence-based and sustainable intervention strategies to reduce gun violence in Philadelphia. Estelle and Ted discussed ways different size organizations can work together to help reduce gun violence. Thank you to the Eagles Care Summit Speaker Series for giving Estelle and Ted the opportunity to share their expertise with nonprofit leaders in the region.
