About us

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

  • Energy services support can look different for everyone. For one elderly man in Multnomah County, that looked like help paying his electric bill. One employee tells the story of how he came to their office asking for help just to keep his lights on, and the employee was able to give him credit for his bill for the next few months. “He will forever stay in my mind and heart because the level of appreciation from his eyes was so powerful,” the employee said.   • Two affordable housing properties in Oregon recently received national recognition from Novogradac & Company LLP! Yaquina Hall, developed, owned, and operated by SALEM HOUSING AUTHORITY, received the Historic Rehabilitation Award as a development that best exemplifies major community impact. In La Grande, Timber Ridge, developed by Community Development Partners and owned and managed by NORTHEAST OREGON HOUSING AUTHORITY, received an honorable mention for the Developments of Distinction Awards. Both developments received 4% Low-Income Housing Tax Credits (LIHTC) and other funding administered by OHCS. Congrats to the developers and partners who have worked on these!   • The deadline for developers to submit a project interest form for BuildUp Oregon is fast approaching! Developers have until Aug. 23, 5pm PDT, to submit a co-location project via BuildUp Oregon's interest form. The cutoff has been set at that time due to a high level of interest and limited available funding. BuildUp Oregon and OHCS launched a co-location fund bringing childcare and early childhood education to affordable rental housing developments. Learn more and watch a recorded webinar at t.ly/kVHFO.

  • OHCS is set to receive more than $11 million in funding to increase energy efficiency in affordable housing. The award is part of a nearly $200 million grant Oregon received from the US Environmental Protection Agency (EPA), the largest climate pollution reduction grant the state has ever received. Governor Kotek, Director Bell, and others gathered at The Lawrence, an example of energy-efficient affordable housing. The complex features energy-efficient heat pumps, water heaters, windows, and more, all designed to lower residents' utility bills and minimize the development's carbon footprint, making housing more affordable as well as sustainable. “The effects of climate change are already among us, and we must assess how we do our work to ensure the state we call home is resilient," says Director Bell. "As climate evolves, so must our technology and policies." We're honored to receive this award, and we look forward to working with partners across Oregon to develop more housing that supports families not only today but also far in the future.   • El Departamento de Vivienda y Servicios Comunitarios de Oregon (OHCS, por sus siglas en inglés) recibirá más de $11 millones para aumentar la eficiencia energética en viviendas a precio asequible. Los fondos son parte de una subvención federal de casi $200 millones que Oregón ha recibido de la Agencia de Protección del Medio Ambiente. Es la mayor subvención para la reducción de la contaminación climática que el estado haya recibido jamás. La Gobernador Kotek, la Directora Bell y otras personas se reunieron en The Lawrence, un ejemplo de vivienda asequible energéticamente eficiente.
