About us
Created by the Texas Legislature in 1983, the Office of Public Utility Counsel (OPUC) represents our state’s millions of residential and small commercial consumers in the electric, telecommunications, water, and wastewater utility industries in Texas. OPUC represents the consumers, as a class, in utility-related regulatory, legal, and policy proceedings before state and federal regulatory agencies and courts and the Electric Reliability Council of Texas (ERCOT). OPUC’s Chief Executive and Public Counsel represents the consumers on the ERCOT Board of Directors and Texas Reliability Entity (Texas RE) Board of Directors. OPUC is headquartered in the William B. Travis State Office Building at 1701 North Congress in Austin.
