    We’re excited to see the continued momentum behind the bi-partisan movement to #tearthepaperceiling in the public sector! Vice President Harris’ comments reflect the principles of the Federal Jobs for STARs Act and the bipartisan Opportunity to Compete Act. The federal government’s legislation, combined with the over 24 states who have already committed to taking steps to remove the unnecessary degree requirements for state jobs, are significant actions that can have transformational impact through implementation. They can pave the way to creating a more equitable labor market for the 50% of workers in the US who have developed valuable skills through military service, community college, training programs, partial college completion, or, most commonly, on-the-job experience.     Two years ago, in partnership with the Ad Council and dozens of inaugural partners, we launched the Transforming Hiring & Diversifying Talent - Tear The Paper Ceiling campaign to increase awareness of STARs (workers Skilled Through Alternative Routes rather than a bachelor’s degree) as a vast pool of skilled and diverse talent, and raise awareness of the paper ceiling - the invisible barrier that comes at every turn for workers without bachelor’s degrees. Our flagship PSA didn’t just hit the airwaves, it took them by storm — earning top industry awards and reaching audiences in ways we never imagined. Throughout the first two years, we expanded our influence, capturing the attention of the public sector. Together, we embarked on the bold mission of transforming perceptions and creating a powerful, STAR-centered narrative. A year ago, we set out with clear intent to strengthen the Coalition — an extraordinary network of partners united by a shared vision. We’ve evolved from an awareness campaign to a concerted coalition of partners ready to share, listen, challenge, learn from, and celebrate with each other. Today, we are 75 organizations strong and are seeing real behavior change starting to happen with employers. Thanks to data analysis from the Ad Council, we’ve seen: - 34% of campaign-aware employers have changed degree requirements in at least one job description  - 83% of campaign-aware employers consider hiring STARs for more jobs now than 2-3 years ago - 20% of campaign-aware STARs have described themselves as a “STAR” Sincere thanks to all of our Tear The Paper Ceiling partners who’ve started this journey with us. We’re creating research, insights, and tools that are game-changing for both STARs and employers thanks to the outpouring of expertise, product and pro bono support by leading partners like Accenture, Google, IBM, Indeed, Jobcase, Inc., LinkedIn, McKinsey & Company and Workday. We're inspired by the countless stories of STARs from our partners at companies like Gap, Trane Technologies and Walmart, and from workforce partners like the Merit America, Per Scholas, NPower, SkillUp Coalition, and YUPRO Placement. We’re humbled by the lessons we’re learning through collaboration with workforce partners like CareerVillage.org, Grads of Life, Jobs for the Future (JFF), and SHRM. We’re ready for the next phase of Tear The Paper Ceiling–and hope to engage many more of you!     We're honoring National Hispanic Heritage Month, and celebrating the histories, cultures and contributions of Americans whose ancestors came from Spain, Mexico, the Caribbean and Central and South America. Of the 25.6 million Hispanic workers in the labor force, 54% are STARs. Our research shows that many low- and middle-wage jobs provide on-the-job skills that are transferable to higher-wage work, paving the way for skills-based transitions that offer wage gain. Hispanic STARs have skills, and we must #TearThePaperCeiling and remove unnecessary degree barriers so they can shine.
