About us
Open Hearth, a private, 501(c)3 non-profit organization serving Chester County and portions of Montgomery County, PA provides innovative programs to help people end the cycle of homelessness and achieve financial self-sufficiency. Through its own direct provision of services, as well as an established network of other nonprofits, Open Hearth supports and empowers people as they acquire affordable housing, a means of transportation and financial viability. Open Hearth was originally formed in 1989 as a local grassroots committee to assure equal housing opportunities for people who are traditionally isolated and systematically denied opportunities due to their mental, emotional or physical disabilities. Over the years, our organization has grown and evolved to serve residents of Chester and western Montgomery County, Pennsylvania who are considered the most vulnerable, including low-income households, people with disabilities, single parents, the elderly, and individuals and families experiencing homelessness. We believe our greatest strengths are staying abreast of emerging issues and best practices and then developing programs and effective partnerships to meet the needs of the community we serve. Our goal is to confront the economic and social barriers that prevent large segments of our society from achieving their dream of a safe and stable place to live and a life of self sufficiency and independence.

A client in our Continuum of Care Permanent Supportive Housing program, in which all participating households are headed by a person with a disability, recently sent the following kind words to a staff member – "Thanks for all your efforts that go to creating stability and safety in my life." To qualify for the Continuum of Care program, an individual or family must also be experiencing homelessness at entry into the program. We’re proud that our staff is able to create trusting relationships with our clients so we can walk alongside them as they move through difficult moments in their lives. The following, as required by the U.S. Department of Housing and Urban Development, is notice of a public hearing and comment period during the dates indicated below: Open Hearth will be applying to the HOME American Rescue Plan Supportive Services (HOME-ARP SS) Program for $625,000 (for a 2-year grant) to support our Continuum of Care Permanent Supportive Housing (CoC) program. CoC is a Department of Housing and Urban Development (HUD) program that Open Hearth manages for the County of Chester. CoC provides rental and utility assistance as well as critical supportive services to 75 households each year. Awarded funds will be used to pay the salaries of staff who provide supportive services and to cover CoC household needs, such as rental application fees, security deposits, and moving costs. An online public hearing to solicit comments on our proposal will be held at 12:00 p.m. on Tuesday, July 9, 2024, via Zoom. Did you know at least 1-in-4 adults in the United States has some type of disability? Every July we celebrate Disability Pride Month which marks the anniversary of the Americans with Disabilities Act (ADA). This month is an opportunity to honor the history, achievements, experiences, and struggles of the disability community. We’d also like to highlight Open Hearth’s Continuum of Care Permanent Supportive Housing program (CoC), in which all 75 participating households are headed by a person with a disability. To qualify for CoC, an individual or family must be experiencing homelessness at entry into the program. Unfortunately, people with disabilities are over represented within the homeless community.
