About us
The Northwestern Division is one of nine U.S. Army Corps of Engineers divisions. The five districts of the Northwestern Division consistently achieve top marks for mission execution, customer satisfaction, and quality products. The Kansas City, Omaha, and Seattle Districts have a preponderance of military and environmental projects whereas the Portland and Walla Walla districts have larger civil works programs. Awesome in its geographical breadth, economic, political and cultural diversity, the Northwestern Division is nearly 2,000 miles wide, enveloping 14 states, 65 Congressional districts and 147 sovereign tribal nations. Two of the country’s longest rivers – the Missouri and Columbia – drain nearly one million square miles within its boundaries stretching from Seattle, Washington, to St. Louis, Missouri. Its civil works, military, and environmental programs surpass $3.0 billion annually. The Northwestern Division manages its districts’ civil works activities based on river basins rather than state boundaries. Primary civil works missions encompass flood control, navigation, hydropower, fish and wildlife, water quality and irrigation, recreation, and disaster response. Within its jurisdiction are 80 dams and reservoirs, 29 hydropower plants, and 1,600 miles of navigable channels. Military boundaries are organized along state lines. Major military programs include providing design and construction support to key Army and Air Force installations and managing almost two million acres of military real estate for the Department of Defense. An environmental restoration program oversees cleanup of hazardous, toxic, and radioactive sites for the military, the Environmental Protection Agency, and other federal agencies. In recent years, nearly 800 Northwestern Division volunteers have stepped to the forefront in support of the Global War on Terrorism in Iraq and Afghanistan, lending their skills in the reconstruction efforts.

This image is from modeling software (ResSim) that our hydrologists and engineers use, which simulates reservoir operations for multiple scenarios like flood management, low flow augmentation and water supply. Using the simulation in this model is helpful for planning studies, detailed reservoir regulation plan investigations and making real-time decisions. In this depiction of the ResSim Columbia Basin watershed, modelers are using the software to predict water temperatures under different operational scenarios to assist with sockeye during upstream migration. The red and green circles are stream junctions and computation points within the model and the blue triangles are reservoirs behind dams. We're pleased to have reached an agreement in principle with Canada on a quantity of preplanned storage that provides critical operational certainty for flood risk management in the Columbia River Basin. Overall, this preplanned flood risk management space will provide certainty in operations for the majority of years, something that would not have happened without a modernized Treaty. Last month, Matt Rabe (right), Northwestern Division Public Affairs regional director, awarded Alan Davis (center), Portland District Public Affairs chief, the Honorable Order of St. Gabriel for his accomplishments and service in the Army Public Affairs field! The Chief of Army Public Affairs officially designated Saint Gabriel as the patron saint of Army Public Affairs in 2014. The Army Public Affairs Association, in collaboration with OCPA, designed, approved and developed the Military Order of Saint Gabriel program to recognize those individuals who have made significant contributions to the U.S. Army Public Affairs community and practice.

#DYK that July 5 is recognized as National Hawaii Day? This is because Hawaii became the 50th state to enter the Union on this day in 1959. The US Army Corps of Engineers has several headquarters in this beautiful state (Honolulu District and U.S. Army Corps of Engineers Pacific Ocean Division). However, a lot more USACE staff are even more familiar with Hawaii as they responded to the devastating Maui wildfires. Makenzie Leonard, US Army Corps of Engineers, Omaha District public affairs specialist, volunteered to assist in recovery efforts. This is a photo of Makenzie (during a quick interview) at the site of first commercial debris removal in Lahaina on March 22, 2024. USACE started removing commercial debris later than residential for a combination of reasons. Partially, because the federal entities supporting these efforts prioritized residential debris removal to get survivors back to their property faster, but also because the process for acquiring right-of-entry on commercial lots was a lot more complex, as most commercial lots were shared by more than a single property owner. When Makenzie arrived in Hawaii, USACE had cleared less than 100 residential lots and 0 commercial lots, and by the time she left 60 days later, USACE had cleared 1000 residential lots and over 30 commercial ones!
