In addition, counties are specifically charged by the State with providing services to those most at risk: children, the elderly, the poor, those with health problems and those involved in the criminal justice system. Counties have dual responsibilities. We provide “municipal” services (like land use planning or law enforcement) to the unincorporated area of the county. We also provide certain “countywide” services, which generally focus on the most disadvantaged members of the community (like welfare-to-work programs and health care), on criminals after they have been arrested (like prosecution, probation and jail) or on core civic services (like elections, document recording and property tax assessment and collection).

The Board of Supervisors today proclaimed September as Workforce Development Month in Napa County, a time to reflect upon the contributions of our nation's workforce and the role that workforce development plays in supporting workers and growing our economy. Locally, Napa County is home to a dynamic workforce whose collective spirit, passion, and board professional expertise contribute invaluably to the essence and economy of the Napa Valley. In collaboration with the Workforce Alliance of the North Bay and Career Point Napa, Napa County Health and Human Services is now home to the new American Job Center of California location in Napa where residents can access a wealth of employment and job training assistance.
