In a recent decision, the Supreme Court has reversed the Ninth Circuit's ruling on camping bans in public spaces. This decision, arising from the case City of Grants Pass v. Johnson et al., allows municipalities to enforce ordinances prohibiting camping, sleeping, and overnight parking in public areas without violating the Eighth Amendment. Meyers Nave is excited to share that Riverside County leaders broke ground June 12 on Riverside University Health System’s (RUHS) Wellness Village in Mead Valley. Russell Morse, Principal in Meyers Nave’s Land Use and Environmental Law and Real Estate practice groups, assisted RUHS with the project’s CEQA environmental review and associated project real estate transaction. This innovative, $580 million project was financed with a combination of Lease-Revenue Bonds and a Behavioral Health Continuum Infrastructure Program (BHCIP) Grant from the California Department of Health Care Services (DHCS) and will integrate behavioral health treatment with medical and social services on an 18 acre campus, featuring unique facilities like a crisis residential behavioral health center for children under 13, a first for the county. Slated for completion in 2026, the Wellness Village will enhance local healthcare access, create hundreds of jobs, and serve as a pioneering model for integrated healthcare across California.
