About us
MAPA was created in 1967 under the terms of an interlocal agreement to provide a forum for coordinating local planning and development activities. As an organization of local governments, we exist to help member governments address problems that are regional in scope and may cross jurisdictional boundaries. We perform multimodal transportation planning and collaborate with local governments and public agencies on community planning. We bring local government officials from across the region together to address mutual and overlapping concerns in the areas of transportation, solid and hazardous waste, community and economic growth and development, air quality, energy and data. MAPA is happy to welcome Elise Emanuel as its new Grants & Agreements Specialist! Elise received her Bachelor’s of Science in Criminal Justice at the University of Nebraska Omaha, and her Master’s of Jurisprudence in Indian Law at the University of Tulsa College of Law. Before coming to MAPA she worked on behalf of Native American tribes in the Nebraska area for her entire career! She loves Omaha and is excited to start at MAPA! Welcome Elise!

MAPA's Sarpy County I-80 Planning & Environmental Linkages (PEL) Study received an award for an innovative approach used during the environmental review process. The study evaluated the need and locations for a potential new interchange along Interstate 80 in western Sarpy County. MAPA secured the federal funding for this project and hired Benesch as the consultant. #sarpycopel
In recognition of its innovative use of Value Planning during the NEPA process, the Benesch-led I-80 Planning and Environmental Linkages (PEL) study was honored at this week’s SAVE International Value Summit with the 2024 Gordon Frank Outstanding Accomplishment in Government Award. The PEL study is the first to be completed in the Omaha Metro area and only the second in Nebraska.
