About us

Lowe Engineers, LLC, was incorporated in Atlanta, Georgia, in 1957. The firm’s professionals have provided comprehensive civil engineering, surveying, mapping and planning services for a variety of clients including federal agencies, local governments, industrial and private sector clients throughout the United States and abroad. Lowe Engineers was formed to provide superior service to our clients and assist them in their accomplishment of projects such as land development, highway construction and infrastructure systems. Our services include civil engineering, highway and roadway design, utility systems analysis, hydrology/hydraulics, water and wastewater systems design, master planning, aerial mapping, photogrammetry and hydrographic surveying. We support all aspects of the design, development and construction process, from conceptual planning and field surveys to design and specifications for construction; cost estimating and bid coordination services; project management and construction supervision.

    Over the past year, our dedicated Water Resources Staff has made tremendous strides in transforming stormwater management in Tucker. We've invested over $1.6 million in capital improvements, completing 21 transformative projects, with 10 more projects actively underway. Additionally, we've established an Extent of Service Policy. The team has also effectively transitioned stormwater services in-house for enhanced efficiency. Our efforts extend to a comprehensive asset management overhaul where we contracted to achieve a 100% inventory update. This project is updating and replacing outdated and incomplete data for approximately 27,000 assets, providing us with precise details that shape our repair and maintenance strategies. We anticipate completing this in the next few months, significantly improving our service response and infrastructure reliability. Moreover, we’ve dramatically improved our operational efficiency, reducing the average work order completion time from 128 days to just 60 days. We've also successfully completed 293 stormwater work orders and established an innovative RipRap program to manage erosion effectively. As we look to the future, we remain committed to leveraging these advancements to enhance the resilience and safety of Tucker’s stormwater infrastructure. The report highlights significant challenges, including funding shortages, staffing shortages, the absence of a Stormwater Utility in many communities, and the impacts of a changing environment.     MEET THE WATER RESOURCES TEAM👋 J David Elliott is our Water Resource Leader with experience in a wide range of Stormwater including Engineering, Program Management, MS4, Utility Management, and Financial Planning. In David’s free time he enjoys finding family adventures with wife Katrina and their 3 children. David enjoys fishing, mountain biking, hiking, SCUBA, snow skiing and anything that involves the outdoors. David and Katrina do their best in keeping 3 kids on athletic teams that include cheerleading, football, soccer, travel lacrosse, tumbling, and cross country.     MEET THE WATER RESOURCES TEAM👋 Javier Sayago is currently the Stormwater Project Manager for the Water Resources Team at Lowe Engineering. Javier holds a B.S. in Chemistry with a focus in Geochemistry. He is from Caracas, Venezuela, and has called Georgia home since 2000. He has worked in the environmental field since 2001, working with water, wastewater, soil, and biofuels. He worked with ambient air at the GA EPD Air Branch and started his career in Stormwater in 2016 through Henry County, the City of Conyers, and now with Lowe Engineers. Javier enjoys some of his weekends outdoors with his wife, Megan, and three children. He has been active in Judo, Brazilian Jujitsu, Caving, Rock Climbing, and Hiking for more than 20 years.     MEET THE WATER RESOURCES TEAM👋 Cody Dallas, EIT is currently a Staff Engineer for Municipal Projects at Lowe Engineers and works mostly as a Senior Stormwater Engineer for the City of Dunwoody in the Public Works Department. Cody holds a B.S. In Environmental Engineering from Georgia Tech. She grew up in Dunwoody and enjoys being able to promote best management practices as the City continues to grow.
