As locales across the country continue to expand PreK, it's important to learn from others' expansion efforts. In 2021, California committed to expanding universal PreK to all 4-year-olds and income-eligible 3-year-olds by 2025–26 and allocated substantial funding for planning and implementation. This new Learning Policy Institute report from my new colleagues analyzes a 2023 survey of LEAs to provide an update on universal PreK implementation across the state. What's useful for you to know? ---> LOGISTICS: As agencies expand access and are able to serve more children, they still face challenges related to facilities, staffing, and sustainable funding. ---> CURRICULA: Just over half of LEAs used curricula specific to literacy, math, or social and emotional learning. One-fourth of LEAs were using kindergarten curricula in transitional kindergarten (TK) classrooms. Many reported needing guidance on choosing and implementing appropriate curricula. ---> MEETING STUDENT NEEDS: In districts with at least one-third English learners, about 40% did not offer a dual language program, home language program, or home language support to assist multilingual learners. ---> PROMISING PROGRAMS: The survey revealed promising practices and wide access with UPK expansion in California’s four largest districts--which serve 14% of CA's students--during their first year of implementation. All offered full-day TK and California State Preschool Programs within their districts, provided dual language programs in TK, used domain-specific literacy curriculum, implemented established early childhood assessments, provided professional development on early learning to school leaders, and expected to have sufficient classroom space to meet UPK enrollment by 2025–26.

LPI Senior Fellow Steve Barnett coauthored The State of Preschool 2023: State Preschool Yearbook, which shows that during the 2022–2023 school year, states enrolled over 1.63 million children in preschool, but most states still need to catch up to their pre-pandemic levels of preschool enrollment. This article from The Hill examines the trend of teachers taking a second job over summer break. LPI's Emma García notes that the full set of reasons for this trend is unknown, but one likely driver is financial reasons. García highlights LPI research on the burden of student loan debt on teachers, noting that "the proportion of teachers having worked multiple jobs is larger for those with larger monthly repayment bills.” Read the article: https://lnkd.in/dgucs4k9 Read LPI's report: https://lnkd.in/gsJwy_6s
