About us

The Office of Procurement represents the culmination of procurement reform efforts that commenced in 2015 under the guidance of Shannon Hoppes. In 2018, the City of Los Angeles appointed its inaugural Chief Procurement Officer (CPO) and nurtured the initial team that would eventually evolve into the Office of Procurement. During the fiscal year 2022-2023, the Office of Procurement was established within the Office of the City Administrative Officer (CAO). This office holds the responsibility for continuously enhancing the City's procurement ecosystem, ensuring the seamless coordination of policies, processes, technology, and training to create the optimal procurement environment for the City of Los Angeles.

  • The LAWA Disparity Study Los Angeles World Airports (LAWA) is the City of Los Angeles agency that owns and operates LAX- one of the busiest airports in the world- and Van Nuys Airport. With a $500 million average annual contracting budget and $15 billion program to modernize airport facilities, LAWA has commissioned BBC Research and Consulting to conduct a disparity study. The disparity study will assess market conditions, evaluate LAWA's implementation of the Federal DBE and ACDBE Programs, and review other LAWA efforts to enhance contract opportunities for historically under-utilized businesses, including small and local firms, and firms owned by people of color and women.   • As AAPI Heritage Month comes to a close, we reflect on the notable contributions of individuals like Lisa Ishimaru, a Senior Management Analyst at the Ethics Commission. Learn more about her background in the City and her heritage below. Tell us about your background in the City and how you got to where you are today. I have been with the City of Los Angeles for over eleven years as an employee at the Ethics Commission. I was initially hired to handle advice on ethics-related City bidder forms and to manage the Ethics Commission’s formal advice process. In 2016, due to changes in City law, I helped to develop and launch the City’s Department Contract Filing System (DCFS) to create the City’s first comprehensive database of active contracts and bidders. This database continues to be updated with the cooperation of all City departments through quarterly reporting. I currently manage the DCFS system and its reporting requirements, continue to provide advice on ethics-related City bid and contracting laws, and also continue to manage the Ethics Commission’s formal advice process. Can you share a little bit about your heritage and what it means to you? As a fourth generation Japanese American, I was raised to be proud of my own heritage, even if it was different from others around me. I have been lucky to be surrounded by diverse communities my entire life, so in addition to being proud of my own culture, I was also raised to appreciate and respect other cultures and backgrounds. All of this has helped to shape my identity and some of the values most important to me – equality and fairness. These are values that I try to uphold in everything I do.
