About us
The IWC serves as the central mechanism for developing the Department of Defense’s (DOD) irregular warfare knowledge and advancing the Department's understanding of irregular warfare concepts and doctrine in collaboration with key allies and partners. Our mission is to AMPLIFY and collaborate to build an innovative and adaptable global networked IW community of interest; To Strategically ILLUMINATE current and future irregular threats, crises, and obstacles; and to ADDRESS current and future irregular threats to the US, allies, and partners by providing optionality. IWC serves as the only global DOD center which works in close collaboration to amplify regional centers’ IW efforts. Authority provided in section 1299L of the William M. It was an honor to represent Regent University's Robertson School of Government and the University of Rio Grande and Rio Grande Community College at the event. While I thoroughly enjoyed the opportunity to present my research, it has also been an enriching experience to hear the presentations of others and interact with the elite national security scholars and practitioners, including senior DoD leadership. Asher's research tackles a critical issue: China's coercive influence campaign to push Paraguay to drop its recognition of Taiwan, and how the US might shore up Paraguay against the PRC’s coercion. The Irregular Warfare Center (IWC)’s 2nd Annual Colloquium began with opening remarks from Dr. Dennis Walters who posited, “Is an Irregular War Winnable?”. During an IWC coin presentation, Dr. Walters recognized Sam Paulson from The Johns Hopkins University SAIS, the winner of IWC’s first IW Student Working Group (SWG) essay contest. He also fielded questions from the audience of junior scholars and young practitioners eager to learn more about the Center, its lines of effort and mission. Dr. Sandor Fabian (Ph. D.), IWC Deputy Regional Advisor for Europe and Africa, served as the master of ceremonies for our 2nd Colloquium and provided attendees with an overview of the event and expectations for the presenters. We’re excited to provide this platform for presenters to share their research and knowledge on a variety of IW topics. The Irregular Warfare Center (IWC) is pleased to kick off our second annual Irregular Warfare Colloquium at the AMA Conference Center in Arlington, Va. The Center developed this selective 2-day colloquium aimed at building a strong cohort of 12-14 junior scholars working on IW-related projects and connecting them with senior scholars and practitioners in the field. Presenters selected for participation in the colloquium will be placed in small groups with presenters from other academic institutions who share similar research interests and complementary capabilities. Attendees will be expected to give a brief presentation of their research—whether completed or in-progress—to serve as the basis for peer discussions and planning for further research. #EXPEDITIONARYMINDSET #CONTESTEDLOGISTICS Coming off two fantastic conferences, I want to extend my thanks to the @Irregular Warfare Center & @CASCOM for hosting insightful discussions. These events underscore the urgency of addressing #ContestedLogistics—one of our greatest challenges in projecting and sustaining power globally. Contested logistics involves self-contestation, adversarial contestation, and environmental factors. Solutions must be tailored to each. Reflecting on lessons from the Global War on Terror, our adversaries used low-cost solutions to outmaneuver us. Today, we face similar challenges with UAS swarms testing our defenses. Should we adapt by looking at cost-effective solutions like those used in Ukraine? The Pacific pivot raises critical questions: Where is our national defense transportation footprint? The Philippines’ withdrawal from Sabina Shoal and the looming 25,000 dockworker strike highlight the need to strengthen #deterrence and fill gaps in distributed logistics. We lack sufficient Service watercraft and Jones Act vessels to meet our needs. Building new assets and focusing on mobilization and force projection is crucial. Moreover, the loss of COMPO 2 and 3 personnel at key infrastructure sites could be as disruptive as a labor strike. Does industry understand the impact of losing reservists essential to logistics operations during mobilization? We can't overlook the homeland. While advanced tech helps at the tactical edge, how do we sustain forces globally without the broader supply chain? Additive manufacturing may help, but we’re still dependent on the industrial base for critical systems. The homeland's support is key, and partnership with industry must be holistic. Until we bridge gaps between warfighting functions and improve civ-mil coordination, our advancements will fall short. The technology we’re testing is years from scaling. How will these systems be contested? Can they function in Phase 0-1, or only in later phases? We need to maximize current capabilities, evaluating force requirements to meet objectives in an expeditionary manner. Now is the time to integrate these solutions into national strategy, through the Global Force Management Process or Joint Transportation Process. Are we making systems joint or service-dependent? And do we have the right authorities for just-in-time logistics? We need credible deterrence through expeditionary capability, homeland support, and a resilient industrial base. These conversations must continue—no one is coming to rescue us. Let's go! Day 2 afternoon session of the Irregular Warfare Center (IWC)'s and Foreign Policy Research Institute (FPRI)’s Irregular Warfare: Lessons Learned since 9/11 conference provided attendees an opportunity to explore the critical topics of logistics and medical operations during the Global War on Terrorism. James Meil presented his paper on U.S. military sealift capabilities through a discussion with MG (Ret) Ed Dorman. This presentation was followed by a panel moderated by Dorman, and included experts Colonel (Ret) John Beck, Colonel Andrew Lynch, and CWO-4 (Ret) Steve Abernathy discussing the complexities of logistics. The final portion of the conference centered on medical operations, starting with a paper presentation by Lara Kendall on prolonged field care. The following panel discussion, moderated by LTC Chris Gonzalez, featured perspectives from Dr. Laura Tilley, Dr. Ramey Wilson, Dr. Derek Licina, and Felicia Gililland.
