About us
The Housing Authority of the City of Pittsburgh (HACP) is a municipal corporation, formed under the United States Housing Act of 1937, charged with providing decent, affordable housing for low-income persons. The Authority is governed by a board of directors, which establishes goals, approves policy and budgets, and provides general direction to the HACP Executive Staff. HACP provides publicly assisted housing comprised of traditional public housing, scattered sites and Housing Choice Vouchers (Section 8). We currently house more than 20,000 Pittsburghers, manage more than 4,000 public housing units, and provide oversight of an additional 900 mixed-finance units. More than half of our residents live in privately-managed rental properties located throughout the City of Pittsburgh, throughout their participation in the Housing Choice Voucher Program (Section 8). Our facilities are conveniently located throughout Pittsburgh, with public and senior housing communities located in each region of the city. HACP's purpose is to develop and make available affordable, safe housing and help families achieve the independence they strive for. A brighter future is always within reach thanks to the commitment of HACP. Our administrative offices are located in downtown Pittsburgh at the Civic Building, 200 Ross St., Pittsburgh, PA, 15219. A "Coffee With The Cops" meet-and-greet, planned by HACP Public Safety and Pittsburgh Police Zone 3, was held at Carrick Regency High Rise today. Residents got acquainted with officers, learned about safety and shared their concerns during the event. More "Coffee With The Cops" sessions will be held at Pinello Pavilion and Murray Towers in September. Details will be posted in the high rises for residents to mark their calendars. Thank you to the officers who met with our residents today!

Northview Heights residents, HACP staff, local vendors and service providers, and Michael Horvath of U.S. Department of Housing and Urban Development Mid-Atlantic Region enjoyed a fun afternoon Friday during the Community Health Awareness Day event. Each Community Health Awareness Day event provides HACP residents with important health, behavioral health and mental health information, as well as community resources available to them and their families. Arlington Heights residents: Mark your calendars for this Thursday, July 25, at 1 p.m. as we gather for fun and fellowship for the next Community Health Awareness Day. Northview families enjoyed playing in the bubbles supplied by Foam Party Pittsburgh, face painting by Beanie Paints, balloon animals by ABC Balloon Twisting, tours of the HACP W.O.W. CyberBus, food, ice cream, music, and dancing. Thank you to our community vendors and service providers who made this event a huge success! Attention all HACP Housing Choice Voucher Program landlords: The HACP will pause applications for its Rehabilitation Payment Standard Program, starting July 30, 2024. New applications will be accepted now through July 29, 2024. Landlords who are currently receiving the Rehabilitation Payment Standard will continue to receive the standard until their tenant vacates the unit. To conform with HACP Moving to Work Annual Plan public comment and U.S. Department of Housing and Urban Development approval requirements, the release date of the modified Rehabilitation Payment Standard is projected to be no sooner than January 1, 2025. There is limited seating available, and registrations are accepted on a first-come, first-served basis. In-person registration will be open until 11 a.m. Wednesday, July 24, or until we have reached capacity. The meeting will also be held virtually via Zoom.
