The National Association of Environmental Professionals (NAEP) is a multi-disciplinary association for professionals dedicated to the advancement of the environmental professions, a forum for state-of-the-art information on environmental planning, research and management, and a network of professional contacts and exchange of information among colleagues in industry, government, academia, and the private sector. NAEP acts as a resource for structured career development from student memberships to certification as an environmental professional, and is a strong proponent of ethics and the highest standards of practice in the environmental professions. Our primary focus will be on the application of AI to the National Environmental Policy Act (NEPA) process, while also considering broader applications of technology in environmental planning.   • On May 1, 2024, the Department of Energy’s Grid Deployment Office published the Coordinated Interagency Transmission Authorizations and Permits (CITAP) Program Final Rule in the Federal Register. As of May 31, the CITAP Final Rule is effective, and the DOE Grid Deployment Office has opened the CITAP Portal. The portal is accessible at https://citap.gov/. The CITAP Portal is the online interface that transmission developers will use to apply to the CITAP Program and gather their application materials for Federal authorizations and permits. The goal of the Portal is to facilitate early coordination and information sharing, which will ultimately streamline permitting and environmental reviews. To apply to the CITAP Program, applicants must submit a summary of their project and a public participation plan. After they’re admitted into the program, applicants will upload drafts of 13 Resource Reports to the CITAP Portal, which will help ensure they are sufficiently prepared to participate in the pre-NEPA process and subsequently complete NEPA reviews in 2 years. DOE will review and share these Resource Reports with relevant Federal agencies for input and iteration. This pre-NEPA process establishes a benchmark for the environmental review analysis by requiring applicants to describe their project’s potential impacts to land, water, plant, and animal life resources as well as cultural and historical values.   The Department of Energy’s Grid Deployment Office looks forward to implementing the CITAP Program and working with developers through the CITAP Portal.   • The U.S. Department of Transportation (DOT) has announced the Challenge Statement for the Modernizing NEPA Challenge, with a total prize pool of $750,000! This initiative aims to leverage existing web-based, interactive tools to enhance the accessibility and transparency of NEPA documents for the public and agencies, improving document quality and saving time through collaborative, real-time reviews. The challenge particularly focuses on increasing accessibility for historically under-represented populations, enabling public engagement through mobile devices like smartphones and tablets. Submissions are being sought in two categories: Public-Facing Interactive Documents and Interagency Collaborative Tools and Documents Individual prizes are $50,000 each, with up to 15 awards available, totaling $750,000! Awardees will also have the opportunity to present their winning submissions at a Modernizing NEPA Showcase webinar with DOT leadership in late 2024. Application period closes on Monday, July 15th, 2024, at 5:00 PM ET.
