  • We are excited to honor the dedication and hard work of EBLC's 2023-24 Board Chair, Peggy White, and celebrate the incoming Board Chair, Danielle Cagan at the Installation Awards on August 1st. Read on to learn about Danielle's work with EBLC and the community. Danielle is the Vice President of Corporate Communications and Public Affairs at CSAA Insurance Group, a AAA Insurer, which offers automobile, home and other personal lines of insurance to AAA Members in 23 states and the District of Columbia. Joining CSAA Insurance Group in 2013, Danielle currently oversees employee communications, public relations, reputation management, and agent/agency communications. Danielle has served on the EBLC Board of Directors since 2018 and on the Executive Committee since 2020, where she has held the roles of Vice Chair of Leadership Development and Chair-Elect. Through her leadership roles at EBLC, Danielle has engaged her team at CSAA to share their expertise on vital topics at EBLC task forces and as featured speakers for the East Bay Leadership Series. She was also instrumental in the creation and implementation of EBLC’s Racial Justice Framework in 2020. Danielle is passionate about EBLC’s work to support the economic vitality and quality of life in the East Bay. Through her role as Chair of the Board, she hopes to ensure EBLC has a strong voice in helping the region continue to thrive and provide opportunities for all.   • We are pleased to present Letitia Moore with the Distinguished Advocate Award at the 2024 Installation Awards on August 1st. Letitia serves as a partner at Holland & Knight LLP and has more than 25 years of experience addressing complex environmental, regulatory, and land use decisions. Letitia is a member of the East Bay Leadership Council’s board of directors and will be moving into the role of Vice Chair of Infrastructure on EBLC’s Executive Committee this year. Through her work as Chair of EBLC’s Housing Task Force, Letitia has provided invaluable guidance for the organization’s housing advocacy efforts and played an integral role in developing EBLC’s Housing Project Endorsement Criteria. In addition to her work with EBLC, Letitia served as the first black councilmember and mayor of El Cerrito.   • We are honored to present David Bowlby with the Ellen O. Tauscher Distinguished Service Award at the 2024 Installation Awards on August 1st. David is the founder and President of the Bowlby Group, Inc. Operating a full-service issue advocacy firm, he leverages a multidisciplinary array of expertise including communication, crisis management, community outreach, press, government relations, and land use entitlement. David has served on the East Bay Leadership Council Board of Directors for 20 years, having held numerous roles on the Executive Committee. He acted as chair of the board from 2012-2013, during which he led a special Visioning Committee that paved the way for a regional policy focus and an organizational rebrand from Contra Costa Council to the East Bay Leadership Council.   • We are excited to honor Safeway with the East Bay Leadership Medal at the 2024 Installation Awards on August 1st. Safeway is one of the most well-recognized grocery retail brands with a long-standing reputation for quality and service, proudly serving Northern California since 1926. In 2023, the Safeway Northern California Division donated more than $40 million in food and financial support to charitable organizations in the communities it serves. Safeway stores raised more than $5.8 million through hunger campaigns to help combat food insecurity by providing gift cards and product donations to 55 local hunger relief organizations. Some of the organizations they supported include the Food Bank of Contra Costa and Solano and Meals on Wheels Diablo Region, both of which are also members of the East Bay Leadership Council.     On July 17, 1944, munitions being loaded onto a cargo ship detonated, causing secondary blasts that ignited 5,000 tons of explosives at Port Chicago Naval Magazine - right here in Contra Costa County. The explosion killed 320 sailors and civilians, nearly 75% of whom were Black, and injured another 400 personnel. Before the explosion, the Black sailors working the dock had expressed concerns about the loading operations. Shortly after the blast, they were ordered to return to loading ships even though no changes had been made to improve their safety. The sailors refused, saying they needed training on how to more safely handle the bombs before they returned. In the absence of clarity on the explosions or further safety training, 258 African-American Sailors refused to resume ammunition handling. After threats of disciplinary action, 208 of the Sailors returned to work; however, the Navy still subsequently convicted all 208 Sailors at a summary court-martial for disobeying orders. Today, on the 80th anniversary, the U.S. Navy has exonerated 256 Black sailors who were found to be unjustly punished. CCTA often shares this story when we bring visitors to GoMentum Station - which is located on the former naval base - and are grateful to add this new conclusion to an important part of our County's history.   • Join the East Bay Leadership Council for our first installment of the 2024 Capitol Series. We will be joined by Senator Steve Glazer for an engaging presentation and Q&A. Senator Glazer represents almost one million residents in Contra Costa and Alameda counties. During his 9 years of tenure in the Senate, Glazer has served as the Chair of 6 Senate Committees, including: Elections and Constitutional Amendment Committee; Select Committee on Student Success; Banking & Financial Institutions; Governmental Organization; Insurance; and Business, Professions & Economic Development. More than two dozen bills authored by Glazer have been signed into law including measures to address public safety, controls on political contributions, small business lending practices, CSU graduation rates, and tax incentives to expand water conservation. First elected to the Senate in a special election in 2015, Senator Glazer won re-election in 2016 and 2020. He previously served for ten years as an Orinda City Council member, including three terms as Mayor.   • EBLC Policy Director Miguel Mauricio recently traveled to Sacramento where he testified before the Assembly Transportation committee in support of SB 1487, authored by East Bay Senator Steve Glazer. This bill, which EBLC endorsed, would extend the deadline to pay parking penalties and cap late fees for the penalties to a reasonable amount -- thereby relieving Californians, especially low-income Californians, of excessive parking fines and fees.
