About us

The Department of Energy & Environment (DOEE) is the leading authority on energy and environmental issues affecting the District of Columbia. Using a combination of regulations, outreach, education, and incentives, our agency administers programs and services to fulfill our mission. We work collaboratively with other government agencies, residents, businesses, and institutions to promote environmentally responsible behavior that will lead to a more sustainable urban environment. DOEE has about 300 engineers, biologists, toxicologists, geologists, technicians, inspectors, environmental specialists, policy analysts, administrators, public outreach specialists, and support staff. Among their many responsibilities are issuing permits, monitoring environmental conditions, providing funding and technical assistance, assessing environmental risks, developing policies, inspecting facilities, enforcing environmental regulations, working with other entities to solve everyday environmental issues, and informing and educating the public on local environmental trends and their benefits. The DOEE team promotes public and environmental health by implementing and enforcing District and Federal laws and regulations. We recognize that strong and healthy communities are central to the District’s economic prosperity, and work daily to protect the environment in which its people live, work and play.

  • Request for Applications – DC Green Cleaning Program The Department of Energy and Environment (DOEE) is pleased to announce the availability of a grant for the development and implementation of the District’s Green Cleaning Program (GCP). This initiative aims to support Cleaning Service Providers (CSPs) in disadvantaged communities, specifically in Wards 5, 7, and 8 of Washington DC, in transitioning to safer and more sustainable cleaning products. Funded by the US Environmental Protection Agency’s Fiscal Year 2023 Pollution Prevention Grant: Environmental Justice through Safer and More Sustainable Products, the GCP Request For Application (RFA) has $284,000 allocated for the project over 24 months. Key components of the RFA include: Identification of CSPs in disadvantaged communities Implementation of an outreach strategy Development of capacity-building activities Financial assistance for CSPs transitioning to sustainable products Assessment, monitoring, and reporting on best practices and lessons learned The full text of the RFA is available on the DOEE website. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.  This position is located in the Department of Energy and Environment (DOEE), Environmental Services Administration, Rail Safety and Emergency Response Division. The incumbent will report directly to the Associate Director or designee. The incumbent will be responsible for administration and enforcement of District and Federal safety laws and regulations that apply to the railroad industry. Promote and enforce standards and regulations concerned with one of the following disciplines within the District of Columbia. Duties and Responsibilities Plans and carries out periodic inspections at rail hazardous materials shipper/consignee locations including rail intermodal terminals/van yards, freight forwarders, import/export agents and tank car manufacturing and repair facilities. Responsible for assessing railroad compliance with the carrier’s track inspection process to support compliance with federal regulations within their assigned territory, and the improvement and advancement of railroad safety in areas related to track construction, track maintenance, repair activities, and employee safety. Plans and carries out periodic inspections of all signal and train control and highway-rail grade crossing warning systems in a territory to ensure that they are properly installed, operated, tested, and maintained by the railroads. Examines carriers operating rules, employee qualification guidelines and carrier employee training programs to determine compliance with existing Federal regulations and standards. Conducts periodic inspections by observing railroad employees in performance of operational duties related to the movement of trains for compliance. Responsible for the improvement and advancement of railroad safety in areas related to design, construction, inspection, testing, maintenance and use of railroad rolling stock and other related equipment appurtenances. Conduct periodic inspections of railroad cars and locomotives for compliance with federal safety standards.
