  • We’re getting a lot of positive feedback from sustainability advocates, real estate folks, and affordable housing enthusiasts on our new rule set! This most recent shout out from the Durst Organization, shows how NYC is working to support building owners as they in turn work to comply with Local Law 97 and meet the aggressive emission reduction goals set in the law. These cogeneration systems allow building owners to create both heat and power for occupants in a more efficient manner and our rules are look to acknowledge that.

    Since Local Law 97 was adopted, we have been advocating for changes that would decarbonize buildings in a practical and reasonable manner. We share the City's goal of reducing its carbon footprint. However, by prematurely forcing buildings to electrify, cogeneration systems, that create energy using natural gas, would be penalized. As a result, carbon emissions would increase because the downstate grid has yet to add any significant renewable energy sources.   The NYC Department of Buildings recently released the proposed rule package for Local Law 97 and we are pleased that the package allows cogeneration systems to be part of their comprehensive approach to reducing NYC's carbon emissions. Efficient cogeneration, including our system at One Bryant Park, creates low carbon energy and provides resiliency as the grid transitions to more renewable, clean energy sources.   Thank you to the Department of Buildings, The Durst Organization Engineering & Energy Services team, REBNY (Real Estate Board of New York), New York Energy Consumers Council, and the many other partners who have been working tirelessly on these strategies to lower emissions.

    This morning, NYC Department of Buildings announced proposed amendments to the rule that address Local Law 97 fees. NYCEEC CEO Curtis Probst has expressed our support for these amendments. "Recently proposed rules by NYC DOB balance providing relief for buildings subject to Local Law 97 that are constrained by finances (including co-ops and condos where carrying costs are significantly outpacing inflation) and maintaining the incentives for buildings to become cleaner and more efficient for the benefit of all New Yorkers."
