The DRBC is seeing elevated levels of chlorides in the Delaware River, primarily from winter road salting. In the non-tidal river, concentrations are below water quality criteria, but the trend has warranted additional monitoring. The DRBC recently completed a 3-year study and will continue to monitor this fall and winter. The DRBC is also planning to collect grab samples after certain winter events in the tidal Delaware River this upcoming season. Managing, Protecting and Improving the Basin's Water Resources Since 1961 The Delaware River Basin Commission (DRBC or Commission) was formed in 1961 when President Kennedy and the governors of Delaware, New Jersey, Pennsylvania, and New York signed concurrent compact legislation—the Delaware River Basin Compact—into law, creating a regional body with the force of law to oversee a unified approach to managing a river system without regard to political boundaries. The Compact’s signing marked the first time that the federal government and a group of states joined as equal partners in a river basin planning, development, and regulatory agency. The current commission members are the four basin state governors and the commander of the North Atlantic Division of the U.S. Army Corps of Engineers, who represents the federal government. The five members appoint alternate commissioners, with the governors selecting high-ranking officials from their state environmental agencies. DRBC has its own Executive Director and approximately 35 employees. Commission programs include water quality protection, water supply allocation, regulatory review, drought management, flood loss reduction, watershed planning, water conservation initiatives, education/outreach, and recreation. DRBC serves federal, state, and local interests by providing comprehensive, proactive water resource management for the Delaware River Basin. The commission holds regular business meetings and public hearings on policy matters, rule changes, and water resource projects under regulatory review. As you may have gathered from our posts, this summer has been chock full of water quality monitoring! Staff are out collecting data for multiple programs, from upstream in the non-tidal river to down in the Delaware Estuary and its tidal tributaries. Data are being collected on bacteria, nutrients, phytoplankton, PFAS, 6-PPDq, dissolved oxygen, PCBs and more. The DRBC's non-tidal Delaware River Biomonitoring Program surveys sediment, rocks, algae, aquatic insects and water chemistry at 25 sites throughout the non-tidal 200 miles of the Delaware River from Hancock, N.Y. to Trenton, N.J. Data from this program provide a complete overview of the diversity and health of the aquatic life community and overall water quality of this stretch of river, which is protected by DRBC's Special Protection Waters (SPW) regulations. Did you know that the DRBC's Special Protection Waters Program is the longest stretch of anti-degradation policy on any river in the country? The entire 200-mile non-tidal Delaware River is protected by this regulatory program! A reassessment of the SPW Program is currently underway. The DRBC is working with the NPS to sample 17 sites in this stretch of river twice a month, from May to September, 2023-2025. Parameters include Alkalinity, Chloride, Hardness, Sulfate, TSS, TDS, Nirtate Nitrite, Total Nitrogen, Ammonia, TKN, TP, Silica, Ca, Mg, Na, K, DO, turbidity, pH and water temperature. The Coalition for the Delaware River Watershed recently issued this news release celebrating full funding to the DRBC from the State of New Jersey. The DRBC is monitoring Delaware River Basin waters known for trout fishing for the emerging contaminant 6-PPDq. This chemical comes from car tires & can negatively impact trout.
