The Colorado PUC has a new "Operations, Budget, & Performance Manager (Program Management II)" position open. This position is a member of the PUC’s senior management team and reports directly to the Director. It is responsible for directing the Division’s operations, strategic planning and performance, budget and computer systems, and project management functions, working directly on behalf of the Director. The Transportation Section of the Colorado PUC has two, interesting open Compliance Specialist II positions. These two Compliance Specialist II positions assist the public with ensuring the over-the-counter permitting process is in compliance with PUC rule requirements; and evaluates applications and supporting documents for permits and/or operating authority to ensure compliance with regulatory requirements and decides whether to issue the permit. 

An exciting position is open at the Colorado PUC: Research Analyst (Analyst V)! The position provides analysis and research for the PUC Commissioners. The position reports to the Section Chief of Research and Emerging Issues and work directly with an assigned Commissioner. The unique role of the position is to research novel, emerging and evolving issues in the energy industry by conducting research related to changes directed from legislation and executive orders from the Governor.   The position functions as a subject matter expert to gather information and data with a multi-disciplinary team to analyze regulatory models and principles. The position evaluates emerging issues that could impact traditional public utility regulated markets, related regulatory practices, compliance with Commission orders and rules, and overall attainment of the Commission’s mission.

The Colorado PUC has an interesting Analyst VI position open. The Analyst VI position makes recommendations to the Commissioners and Administrative Law Judges (ALJs) on issues related to natural gas distribution system engineering. In particular, the position will review engineering-related testimony and advise on engineering questions related to natural gas distribution systems, including planning and costing, use and usefulness of infrastructure, implementation of “non-pipelines alternatives,” and the development of regulatory rules and practices that are needed to ensure the safe and reliable operation of the system given state goals and market trends related to decarbonization. While the focus is anticipated to be on natural gas issues, the position may also address engineering issues related to electric generation, transmission, and distribution. The position will work on high-profile cases that include technology and policy issues which may be at the forefront of industry trends in Colorado and nationwide.

The Colorado PUC has an open position for a Compliance Specialist II. The Compliance Specialist II position ensures that telecom filings are filed properly and in compliance with Commission rules and ensures that they are brought to the attention of the appropriate Telecom Programs Section staff member. In the event of non-compliant filings, this position may contact the filing entity and advise them regarding the lack of compliance and assist them in bringing them into compliance. 

The Colorado PUC has three key "Commission Advisor" positions open! The positions will focus on electric and/or gas industry proceedings, which make up the majority of the Commission’s adjudicated caseload. Cases may address topics as varied as beneficial electrification, gas infrastructure planning, review of utility rates and riders, demand-side management programs, energy affordability, environmental justice, electric resource planning, and other technology or policy issues which may at times be at the forefront of industry trends in Colorado and nationwide. Identifying Disproportionately Impacted Communities Workshop Staff of the Colorado Public Utilities Commission (CO PUC) are hosting a workshop for interested participants on April 24, 2024 from 2:00 - 5:00 pm. The workshop is part of the CO PUC’s Equity Initiatives workshop series. This workshop will begin to surface and organize stakeholder’s priorities for how the Commission can ensure that utility residential programs targeting income qualified and / or disproportionately impacted communities are accessible, beneficial, and designed with end-users in mind. The objectives of the workshop are to: Review various state models for customer state program offerings to understand how different models address program design and allocation of benefits for income qualified and / or disproportionately impacted communities. Identify low income and / or disproportionately impacted communities’ energy program needs to ensure that program design meets those needs. Surface and organize stakeholder’s priorities on residential program design components like financing and rebates, eligibility requirements, workforce and contractor readiness, and consumer education and training through trusted partner organizations. Senate Bill 21-272 states requires the Colorado Public Utilities Commission to make rules in which it “consider[s] how best to provide equity, minimize impacts, and prioritize benefits to disproportionately impacted communities and address historical inequalities.” Ensuring there are meaningful opportunities for participation and engagement in regulatory processes is a crucial way for the PUC to understand public needs and create a more equitable regulatory environment. Further, successfully incorporating diverse perspectives into decision making - and bringing new voices to the table - can lead to utility projects, programs, and processes that are designed for and with affected communities.
