The Center for Scientific Review (CSR) is the gateway for NIH grant applications and their review for scientific merit. We organize the peer review groups or study sections that evaluate the majority (75%) of the research grant applications sent to NIH. We also receive all grant applications for NIH, as well as for some other components of the U.S. Department of Health and Human Services (DHHS). Our Mission Since 1946, we have worked to see that NIH grant applications receive fair, independent, expert, and timely reviews—free from inappropriate influences—so NIH can fund the most promising research.

We are recruiting for the position of Director, Division of Receipt and Referral. CSR’s Division of Receipt and Referral (DRR) is a critical hub of NIH extramural activities. It receives all NIH applications (>80,000 last year) and determines where each should be administered and reviewed. This requires good judgement and skilled communications with all NIH funding ICOs, OER, and interactions with other HHS components. DRR has a role in enforcing NIH policies and thus educates and communicates with investigators; it often serves as the voice of NIH. DRR staff use their scientific knowledge and command of NIH policies, procedures, and structures to make NIH extramural processes work fairly and efficiently. Because of DRR’s unique position, the Director contributes to the development of major policies affecting funding announcements and the receipt, referral, and review of research grant applications; provides advice and consultation to NIH and other HHS components and grantee institutions; and establishes effective procedures to ensure operations and obligations of government funds and resources are consistent with statutory and regulatory requirements.
