Our new research paper—Place, Race & CDFI Lending—responds to ongoing attacks on Affirmative Action with important new findings about the correlations among CDFI lending, distressed places, and race. “CDFI lending—regardless of CDFIs’ stated goals—is more likely to benefit BIPOC people and communities than other people and places,” Mark Pinsky and Lance Loethen found. The June 2023 Supreme Court decision outlawing Affirmative Action in higher education spread concern far beyond colleges and universities. For many #CDFIs that prioritize lending to BIPOC people and communities in response to systemic inequality, the legal attack on theses strategies hangs over their work every day. "Place, Race & CDFI Lending: Examining Relationships among CDFI Fund Investment Areas, Majority-Minority Census Tracts, & CDFI Lending Activity" offers a new way of assessing CDFI impact on BIPOC communities. It is based on the Community Development Financial Institutions Fund (CDFI Fund)’s Qualified Investment Areas (IA) and Tract Level Reporting by CDFIs.
