About us

Overview The California Association of Public Information Officials (CAPIO) is a membership organization serving more than 500 professionals throughout the public sector who engage communities through honest and transparent communication. CAPIO provides California-focused education and networking that helps our members and their agencies develop and advance. We believe that good government requires good communicators. But CAPIO is NOT just for city public information officials (PIOs). In addition to a core group of municipal and state communications professionals, CAPIO counts among its members the staff of school districts, counties, water and air pollution control districts, parks and open space districts, private PR firms, municipal television channels, police and fire departments, and more—professionals who handle public information and communications duties for these agencies and organizations. In fact, CAPIO’s special district and school district membership is growing daily.  Our Mission To promote awareness of the public information profession and its value, by advancing standards of integrity, recognizing excellence, and offering training and support for members. Our History CAPIO was founded in 1971 by a group of ten public information practitioners in Orange and Los Angeles counties. Today—more than 40 years later and over 500 members strong—CAPIO owes much to the vision of its founders who recognized the value of well-trained and professional communicators in serving the public’s interest. They realized the importance of providing continuing professional growth opportunities and support for both veteran and new practitioners.

    ICYMI...one of our amazing communicators, Maurice C., received the prestigious Paul B. Clark Achievement Award by the California Association of Public Information Officials (CAPIO) this May during the CAPIO Annual Conference and Awards Dinner in Indian Wells. Maurice is the Public Information Officer for our Environmental Utilities Department and has demonstrated a strong commitment to both the communications field and CAPIO, working to raise the profile of government communicators on the local, state and national level. His nearly 10 years of service on the CAPIO board includes serving as President from 2020-2022. In his 24-year career that includes work in both the public and private sectors, Maurice has honed his skills in issues and perception management, campaign development and execution, branding, social media, and digital communication strategies. He has worked across the state on community engagement initiatives and locally at various levels of government. His work has been recognized by professional organizations including CAPIO, PRSA, 3MCA and CASA. Recent honors for various campaigns include 50 Years of Water Excellence, Leaks are Scary, and Water Professionals Appreciation Week—all projects focused on informing, educating, and engaging customers and the community. “Saying that I’m honored and grateful for this recognition doesn’t quite capture how I feel,” said Maurice. “In my career, I’ve been lucky to learn from some amazing people who’ve helped me become the best communications professional and leader I can be. That includes many folks in our CAPIO community. Being part of CAPIO has changed things for me. And I’m thankful I can give back in a field I love, helping others grow and ensuring government communications are top-notch.” Congrats Maurice!

  • #ICYMI Joshua Dean from The County of Fresno won the inaugural CAPIO Rising Star Award! The Rising Star Award is presented to individuals who have demonstrated exceptional abilities, skills, and talents in growing their skillset in the pursuit of advancing public engagement and outreach for a public agency within the first five years of their career. “CAPIO is about advancing public-sector communicators across all levels of government. Joshua’s career growth and engaging video production work reflect CAPIO’s mission and the spirit behind the Rising Star Award,” said CAPIO Immediate Past President Lael Wageneck, MPA, APR. “We are excited to see where Joshua’s career takes him as he continues his public service work in the Central Valley.” At this year's CAPIO Conference, he was also on the Fresno County Communications team that won 2024 Frank Potter Cowan Crisis Communicator of the Year Award for their extraordinary efforts to educate the public on the dangers of winter storms that struck the County in 2023.
