In 1956, the Legislature passed a bill creating DWR to plan, design, construct, and oversee the building of the nation's largest state-built water development and conveyance system. Today, DWR protects, conserves, develops, and manages much of California's water supply including the State Water Project which provides water for 27 million Californians and 750,000 acres of farmland Working with other agencies and the public, DWR develops strategic goals, and near-term and long-term actions to conserve, manage, develop, and sustain California's watersheds, water resources, and management systems. DWR also works to prevent and respond to floods, droughts, and catastrophic events that would threaten public safety, water resources and management systems, the environment, and property. Balancing the State's water needs with environmental protection remains a long-term challenge.

When Lake Oroville was first filled almost six decades ago, the ability to map the lakebed and calculate its storage was limited to the technology of the time. In 2021 and 2022, DWR used the latest laser and sonar technology to assess whether sedimentation (rock and silt settling on the lakebed floor) had altered Lake Oroville's storage capacity and topography significantly. With the highly detailed 3D terrain models of the bottom of the lake, DWR engineers calculated a new storage capacity of 3,424,753 acre-feet, approximately 3 percent less than previously estimated, allowing for more optimized and accurate reservoir operations. DWR will start using the new storage capacity data for water operation calculations on Monday, July 1. As climate change and regulatory constraints cause water supplies to diminish over time, the reliability of the State Water Project infrastructure is in jeopardy, putting 27 million Californians and 750,000 acres of farmland at risk. A new benefit-cost analysis for the Delta Conveyance Project shows that this critical infrastructure modernization project passes the benefit-cost test, yielding benefits that are more than double the cost and creating billions of dollars in benefits for California communities, including reliable water supplies, climate change adaptation, earthquake preparedness and improved water quality. The California Water Plan contains a massive wave of information, so DWR is summarizing the highlights for you in smaller “splashes”! 💦 Today, we’re tackling supporting and learning from Tribal water and resource management practices. While California Native American Tribes have a long history of sustainable water and resource management practices, Tribal communities face water management challenges related to water rights, infrastructure development, engagement, and Tribal direct funding. To address these challenges and learn from Tribal water management practices, we are going to strengthen partnerships with California Native American Tribes and ensure that Tribes are included in planning and water resources decision-making processes. This includes collaborating with Tribes to incorporate Indigenous knowledge into California water policy, planning, and projects, and further understanding Tribal water quality, ecosystems, and access to water, to support Tribal lifeways including subsistence and cultural practices. With California constantly shifting between weather extremes, DWR understands how critical it is to keep track of the State Water Project's largest reservoir, Lake Oroville, and monitor if its storage capacity has changed due to these intense weather events and almost six decades of service.
