Opinion: Despite noble intentions, California’s environmental law is hurting Latinos Latinos in California face significant disparities in income, homeownership and education compared with their counterparts in other states with substantial Latino populations such as Texas and Florida. Our state’s housing crisis is a big part of the explanation, and one cause of the crisis is the perversion of a well-intentioned 1970 law, the California Environmental Quality Act, known as CEQA. It has evolved into the most potent legal tactic to stifle housing development, contributing to high costs and limited affordability. Even when a proposed development can overcome the legal barriers, the homes finally approved are unaffordable to working families because a complex web of regulatory environmental mandates and fees add hundreds of thousands of dollars to the cost of each new home or apartment. Remembering Gordon E. Tippell - A Distinguished Leader and Gentleman With a heavy heart, we share the news of the passing of our dear friend and former BIASC Southern California Chair and BIA Orange County Chapter President, Gordon E. Tippell, who had a profound and historical impact on our organization and the building industry. Gordon exemplified the definition of a distinguished leader and a true gentleman. For those who knew him, his passion, presence, and thought-provoking words of wisdom have and will continue to leave a long-lasting impact on all of us. Despite being retired, Gordon remained committed and attended our annual Dead Ducks dinner, a proud tradition where former BIASC Chairs gathered over the holidays to welcome the new past chair. At our Dead Ducks Dinner last December (pictured below), Gordon's relentless passion for our industry's triumphs and challenges exemplified his dedication to seeing our industry thrive and evolve to new heights. We are deeply grateful for his unwavering commitment to BIASC and the industry, which was evident in every interaction. His presence always brought a sense of seriousness, profound wisdom, humor, and great camaraderie, and we will forever be thankful for his service. As we mourn the loss of Gordon's physical presence, let us take solace in the knowledge that his love, passion, and spirit will always be remembered. His absence leaves a void, but his legacy will continue to inspire us to uphold the values he held dear and to strive for excellence in all that we do. Let us keep Gordon and his family in our thoughts and prayers during this difficult time. May we honor his memory by carrying forward his legacy of leadership, camaraderie, and unwavering dedication to the building industry. Rest in peace, Gordon.
