As more carbon sequestration projects are approved concerns about potential leakage from improperly abandoned wells have mounted. DOE estimated 46M mt of CO2 were captured and stored globally in 2022 with projections of up to 254M mt by 2030. In the US, there are 15 active CCS projects, which capture ~ 22 million metric tons of CO2 annually. A long history of oil and gas production across the US poses new challenges for emerging carbon sequestration projects. Wells abandoned prior to the establishment of modern plugging standards may lack zonal isolation entirely, potentially allowing a conduit for stored carbon to escape. LA recently became the third state (following ND and WY) approved by the EPA to regulate Class VI injection wells. With over a century of O&G production, LA has accumulated over 180,000 abandoned wells, with ~28,000 unplugged and~13,000 that may pose a risk to sequestration projects due to zonal isolation issues. Reliable methods to ensure zonal isolation are critical to prevent leaks and CO2 escape from storage projects. State and federal efforts to find and plug orphan oil and gas wells continue to gain ground in 2024. State funded plugging increased from ~ $89.8M in 2022 to ~ $123.9M in 2023 and was used to plug some 2,484 and 2,547 orphan wells. Over the same period federal funded plugging increased from ~ $8.4M to ~ $260.7M, enabling plugging to increase from 391 to 6,849 orphan wells. A portion of both state and federal funding was also used to identify undocumented orphan wells, which resulted in the total number of documented orphan wells increasing since 2021 despite significant P&A. The DOE announced a preliminary NOI to support R&D of technologies that effectively characterize and remediate undocumented orphan wells (UOWs). Funding would target the following areas of interest: 1) Advanced Remediation Techniques for UOW Boreholes 2) UOW Wellbore Characterization 3) Long-Term UOW Monitoring Cement is often used for both plugging and sealing leaks and while it is great for straightforward P&A (setting zonal isolation plugs in the wellbore), better options exist to address leaks. A new CA bill would require companies to plug up to 20% of their idle wells each year or face penalties. A new report from the EPA shows methane emissions from natural gas extraction nationwide decreased 37% while production increased 40% (2015 to 2022). GHG emissions (including carbon dioxide) were also decreased by 14%. Total Permian production increased over 300% and natural gas production by over 150% while reducing methane emissions by 16% (2015-2022). Operators reduced vented methane 24% and fugitive methane emissions 22%, with natural gas extraction methane intensity falling 78%, and overall greenhouse gas intensity down 47%. In the Appalachian Basin producers reduced methane intensity by ~17%, resulting in the lowest methane intensity among major US basins. Even with the advent of renewables, reduction in emissions from oil and gas production continues to be the most impactful way to provide clean energy today.
