The Benjamin A. Gilman International Scholarship Program enables Pell Grant recipients to study abroad.
About us
The U.S. Department of State’s Benjamin A. Gilman International Scholarship Program enables students of limited financial means to study or intern abroad, providing them with skills critical to our national security and economic prosperity. The Institute of International Education has administered the program since its inception in 2001. The Gilman Scholarship Program broadens the student population that studies and interns abroad by supporting undergraduates who might not otherwise participate due to financial constraints. The program aims to encourage students to study and intern in a diverse array of countries or areas and world regions. The program also encourages students to study languages, especially critical need languages (those deemed important to national security). Veterans of military service are encouraged to apply, and preference is given to veterans when other factors are equivalent. By supporting undergraduate students who have high financial need, the program has been successful in supporting students who have been historically underrepresented in education abroad, including but not limited to first-generation college students, students in STEM (science, technology, engineering, and mathematics) fields, ethnic minority students, students with disabilities, students attending HBCUs (Historically Black Colleges and Universities) or other minority-serving institutions, students attending community colleges, and students coming from U.S. states with less study abroad participation.

"A journey of 1000 miles, begins with a single step”, and my first step began with applying for the Gilman scholarship. Never in my wildest dreams, would I have imagined being able to be given the opportunity to study abroad, let alone receive such a prestigious scholarship as that of the Gilman scholarship. As I reflect on the two amazing weeks of summer that I spent in Italy exploring the Italian Public Health system, I now know the importance of immersing oneself in different cultures and languages, while also gaining global perspectives. This opportunity allowed me to step outside of the scope of the American healthcare system and further understand the importance of cultural competence. As someone who aspires to enter the medical field in the future, I plan to hold this experience near and dear to my heart, until I am able to actively use what I have learned from this program in my role as a Physician." - Adedamola Omole, Italy 2023

The Gilman Program is proud to partner with the Embassy of Israel to the United States to provide funding for U.S. students to study in Israel through the Gilman Program. The Embassy of Israel to the United States is also providing additional funding for Gilman Scholars to study Hebrew under the Critical Need Language Award (CNLA). The Gilman Program will also continue to support the study of Arabic through the CNLA in Israel. This additional funding supports a wider effort between the United States and Israel to increase and diversify international student mobility among Israeli and American higher education institutions.
