This is the most important and first step. The problem with 99% of blockchain products today is that they are built as cool tech projects but don't solve any real customer needs. This means that they don't get adoption and eventually fail. Customers want a hole, not a nail or a hammer. Blockchain today is just a fancy hammer in search of a hole.

Just using blockchain because it's cool isn't good enough. For example, many people have tried to use blockchain for property records on a public ledger. However, there's no need to use blockchain here. Current agencies and bodies are maintaining property records on paper or digital systems with 99.99% accuracy and alignment. Only if blockchain offers substantial more value for the added complexity and development cost would it make sense to use the technology.
