It depends on several factors like environment( cloud or on-premise, distribution of teams or working in silos) , how big is the project, team size, since it is a complex project, how integration with other tools and systems have been defined, what is budget, generally I recommend Jira, which is a robust tool for handling different workflows, tracking the progress for iterative and workable deliverables for each delivery and combined with reporting tool and many more.
