In my experience, what we practice in AGILE METHODOLOGY during our sprint planning meeting we distribute total capacity of individual developer into 60:40 ratio where 60% defined to change request/ product backlog and 40% dedicated to incidents/bugs. so, it helps in delegating task to users as per their capacity , skills, technology, application, project. In WATERFALL METHODOLOGY - what I feel we basically implement where we know the problem and solution too, so task delegation is quite easier in this method as all tasks are predefined with solutions and timelines.

That's to say that it can change according to requirements.
