Le budget participatif c'est déjà exclu, la co-conception aussi eu égard au manque criant des infrastructures de nouvelles technologies pour la recherche, les autochtones sont limités quant à ce. Par contre ils peuvent contribuer dans l'élaboration de certains aspects du projet en nous indiquant les éléments essentiels de la culture locale à bracer au projet. Ils peuvent aussi être recyclé par des incubateurs en ateliers pour se mettre à jour.
