For the program to be on time and within budget, we need to do comprehensive planning(clear objectives, realistic timelines and detailed budget planning), effective resource allocation(people, materials, and equipment), following appropriate methodology(Agile is time-bound hence, the program will always be on time), and robust change management(impact analysis and change control process) are crucial to staying on time and within budget.

Part of defining the scope of a project is defining the KPIs that determine the success of each piece of your product. There's more than leading and lagging indicators, which should be tied to the overall success of the product and individual features that comprise the product. There is also the possibility of building a product in a certain way to measure KPIs to inform it's future direction - the most common example of this is A/B testing. Having fast, low-effort backup plans to potential issues your product may run into is also crucial. For example, if members are not engaging with a new release, have an onboarding flow ready to help you collect a reliable sample size to see what changes need to be made.

Resources and project planning both are more important keys to complete any program within budget. Once it is there then need to track project schedule and resources capacity with tools and technology. And risk is one of the factors which needs to be accessed through out the program Project, resource and financial forecasting is also one part to track the budget. All things should be communicated to all required and identified stakeholders so that Business should not get any surprises. Funding plan will take lead to complete any projects and program.
