According to my experiences, in big projects such as power plants or petrochemical projects, the most important BPO's change management action is to define enough gateways for future changes in the contracts and agreements at the first step. Those have to be at least about "scope", "budget", "technical specifications", "implementation conditions" and "handover requirements".

Having an outside group set your business processes is always a tricky proposition. Be absolutely sure that the group managing the process and its changes are 100% on board with the mechanisms and change management. Failure here has crushed many of these efforts.
