In my experience a great culture is every day and what working looks like and how it feels, especially if things are not going well. Fun events are moments that help build culture and show what is endorsed as good organisational behaviour. However it is the everyday, and finally what people are put in leadership and promoted. This is the real litmus test as this is what behaviours the organisation rewards and sets standards as.
